State of Massachusetts Environmental Engineer III in Worcester, Massachusetts

MassDEP seeks applicants for the position of Environmental Engineer III (EE III). This position is assigned to the Central Regional Office (CERO) Wastewater Program, located in Worcester, MA. MassDEP's Central Regional Office serves 77 cities and towns situated in central Massachusetts. Under the general supervision of the Wastewater Section Chief or a staff person of higher grade, the EE III performs tasks of considerable difficulty in the regional implementation of MassDEP Wastewater Regulations. The position requires the application of engineering, construction, regulatory enforcement, financial management and wastewater planning knowledge in the review and approval of wastewater treatment facility permits, evaluation and negotiation of enforcement documents for permitted and unpermitted facilities, providing technical assistance to the public at large and local officials and the assessment of potential impacts to public health, safety and the environment. Duties for this position include, but are not limited to, the following: * * Review and score Project Evaluation Forms (PEFs) related to decisions to fund or not to fund State Revolving Fund (SRF) projects. * Assist communities in the development of, and ultimately review, Comprehensive Wastewater Management Plans (CWMPs). * Review and evaluate technical aspects of environmental studies such as Massachusetts Environmental Policy Act (MEPA) associated with wastewater activities. * Work with communities on all aspects of wastewater management and related project development. * Review of plans and specifications for large-scale State Revolving Fund projects specifically as related to wastewater treatment design and operation. * Review plans and specifications for Groundwater Discharge Permits permitted under 314 CMR 5.00. * Conduct compliance reviews of Combined and Sanitary Sewer Notifications plans under 314 CMR 16.00. * Conduct compliance reviews of projects and wastewater operations, maintenance, and pretreatment requirements under 314 CMR 12.00. * Review plans, specifications and variances for Title 5 applications permitted under 310 CMR 15.000. * Review residual management plans permitted under 310 CMR 32.00. * Assist with compliance reviews for NPDES related permits. * Conduct compliance inspections as directed. * Conduct enforcement activities as directed. Provide expert testimony at formal hearings and court proceedings. * Investigate complaints as directed. * Conduct assigned duties in timely manner. * Utilize and maintain MassDEP’s database systems, permit filing systems, and file management system including Geographic Information System (GIS) as appropriate. * Perform any other necessary duties as directed. *Preferred Work Experience: * * Practical experience in the design and/or evaluation of wastewater treatment facilities. * Experience implementing Massachusetts General Laws and regulations. * Experience reviewing and translating technical report results into permit conditions. * Knowledge of the principles of sanitary and environmental engineering as these relate to wastewater collection, conveyance, treatment and residuals management. * Experience related to design and/or construction of wastewater treatment facilities and the operations of these facilities. * Knowledge of the methods of general and technical report writing. * Ability to express ideas and technical information clearly both orally and in writing. * Experience in dealing with the public and public officials. * Ability to establish and maintain effective working relationships with coworkers and the public. * Ability to utilize Geographic Information Systems. * Experience with maintaining databases, electronic filing systems, and Microsoft Office Suite with advanced skills. * The selected candidate must be able to wear and utilize safety equipment, climb stairs and ladders, negotiate uneven terrain, catwalks and heights, and lift up to 40 pounds. * Possession of a valid Massachusetts driver's license or equivalent is required. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor's degree with a major in environmental engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
