State of Massachusetts Civil Engineer IV - Project Development Senior Design/Review Engineer in Worcester, Massachusetts

MassDOT’s divisions include: Highway, Aeronautics, Registry of Motor Vehicles, Rail & Transit, and Planning & Enterprise Services. There are approximately 3,600 employees across the organization. Position Summary Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards. Duties and Responsibilities * Completes a thorough review of consultant’s design and contract documents for projects developed for advertisement through MassDOT’s Road and Bridge Advertising Program. Provides supervision and guidance to subordinate engineers in their review of consultant designs of projects developed for advertisement. Participates in highway scoping sessions as part of the Project Development process outlined in the MassDOT Design Guide. * Ensures that reviews are prioritized based on the Statewide Transportation Improvement Program and the review timeframes as set forward by MassDOT Highway Division. Recommend modifications to plans that may reduce costs, minimize impacts to utilities and avoid excessive project delays. Assist in development of Contract Time Duration based on the scope of work with the District Scheduler. * Attend Preconstruction Meetings and verify that impacted state holders have been notified and will be in attendance. Coordinate with the District Construction Section as requested by District Construction Engineer. * Attends field review meetings and Project Delivery Team Meetings with District Projects staff, Project Manager, various Boston sections and Design Consultants to review comments and recommends solutions or alternatives. * Assists the Project Development Engineer and Assistant Project Development Engineer by directing the design review of area Projects. This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below. * I. An Associate’s degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* * II. A Bachelor’s degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of two years of the required (A) experience.* * III. A Graduate degree with a major in civil engineeringmay be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* * *NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. * *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. * NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience. * SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
