Environmental Analyst IV-Woburn MassDEP's mission is to protect and enhance the Commonwealth's natural resources - air, water, and land - to provide for the health, safety, and welfare of all people, and a clean and safe environment for future generations. Under the general supervision of the Deputy Regional Director for the Bureau of Waste Site Cleanup and the Section Chief for the Site Management and Date Management Section, the EA IV shall perform the following duties: 1. Supervise, train, and manage direct-reporting staff, including fostering the development of communication skills (oral and written), analytical skills, and decision-making skills of subordinates; 2. Manage the screening, selection, and tracking of work assignments including Immediate Response Action reports, Release Abatement Measure reports, and compliance and enforcement actions; 3. Review site assessment reports of significant complexity and interpret results of analytical data to determine the extent of site contamination, the risks posed to human health and the environment, and the need for remediation; 4. Upon review of technical reports and response actions by Potentially Responsible Parties and their Licensed Site Professionals, determine compliance with the Massachusetts Contingency Plan (MCP) and the Response Action Performance Standard (RAPS); articulate the conclusions of MassDEP, both orally at meetings and in writing; 5. Conduct field inspections, collect samples, and review remedial system monitoring reports to evaluate compliance with applicable environmental regulations, policies and conditions of approval; 6. Represent MassDEP at meetings with local officials, Licensed Site Professionals (LSPs), regulated entities, and other stakeholders; 7. Communicate technical information and regulatory requirements to regulated entities, consultants, local officials, and the public, including issues related to vapor intrusion, groundwater hydrology, environmental chemistry, toxicology, risk assessment, and risk communication; 8. Manage State contractors in performance of State-funded response actions; 9. Plan, set priorities, and establish timelines for completion of work assignments by subordinates; 10. Conduct and coordinate technical, strategy, and public meetings; 11. Assist in the development of technical policies and guidance documents; 12. Provide technical support to other staff; 13. Perform professional environmental sciences work of substantial difficulty and importance with latitude for independent decision-making; 14. Exercise sound judgment in technical, policy, and enforcement issues; 15. Maintain a high level of knowledge, understanding, and interpretation of State and Federal Laws, regulations, policies, and guidance; 16. Maintain a high degree of technical proficiency in the field of oil and hazardous material assessment and cleanup; 17. Perform other related duties as assigned. Preferred Qualifications and Work Experience: 1. Substantial professional experience in environmental sciences as it relates to the assessment and remediation of oil/hazardous materials disposal sites; 2. Substantial professional experience reviewing and interpreting environmental sciences plans and reports to assess conditions and remediate oil/hazardous materials disposal sites; 3. Professional experience directing and overseeing Licensed Site Professionals and environmental contractors conducting assessment and remedial response actions; 4. Substantial professional experience investigating and assessing the environmental transport, fate and ecological/public health impacts of contaminants; 5. A high degree of knowledge of environmental science principles and practices; 6. Considerable knowledge of risk assessment, risk management, and risk communication (oral and written); 7. Excellent written and oral communication skills; 8. Comprehensive knowledge of M.G.L. c. 21E, the Massachusetts Contingency Plan, and associated Policies, Guidance documents, and Standard Operating Procedures. 9. Valid driver’s license. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
