Eversource Energy Project Manager, Right of Way in Westwood, Massachusetts

With a high level of independence, effectively lead Right of Way (ROW) projects in Eversource’s service areas to ensure the ROW phase of projects are completed efficiently and within scope, on schedule, and within budget. Overall responsibility for the coordination of all aspects of ROW including regulatory approvals. Interface with external stakeholders including regulators, local elected officials and town department managers as necessary. Assigned projects are multi-disciplinary in nature, multi stakeholder involvement, and medium to high financial risk exposure profile.

Essential Functions:

  • Leads the ROW function on projects across the Eversource service territory; projects range from lower complexity to large/major projects
  • Works closely with assigned project team(s) to secure the necessary land rights needed for the project. Performs property negotiations for the acquisition and disposition of property rights as necessary
  • Performs the function of ROW Subject Matter Expert for system projects
  • Identifies issues, determines solutions, and implements necessary actions to ensure that the ROW portion of the projects are completed efficiently, on time and within the established budget
  • Partners with Eversource Project teams including Legal, Real Estate, Construction Services, Regulatory Relations, Purchasing Environmental, and all Transmission Business functions to ensure project success
  • Consults with the legal department to interpret property rights and develops resolution to complex land use conflicts or projects
  • Ensures rights area secured through various Federal, State and Local agencies
  • Creates and sustains professional relationships with various Federal, State and Local agencies, including (but not limited to) DCR, DCAMM, MWRA, Boston PIC, MBTA, Amtrak (and other railroad owners)
  • Manages multiple ROW vendors, tracking contract terms, spend and deliverables. Manages vendor contractors to include developing the Scope of Work to final deliverables with close-out packages
  • Manages the development and processes for evaluation of bid documents for ROW and ensuring the ROW aspect of the project is documented and completed in accordance with company policies and all applicable regulations and laws
  • Manages project close out in a timely manner to support corporate business goals
  • Provides clear concise and comprehensive reports for management
  • Mentors ROW team members

Technical Knowledge/Skill/Education/Licenses/Certifications:

Technical Knowledge/Skill:

  • Demonstrated ability to investigate and solve problems, analyze data, write effective reports and make presentations
  • Demonstrate past in-depth experience with various State/Local agencies including (but not limited to) DCR, DCAMM, Boston PIC, State DOTs, National Park Service, etc.
  • Article 97 and Grant of Location experience is necessary, National Park Service experience preferred
  • Demonstrated ability to interpret land records and understand Real Estate Law, perform title abstracts, research title and other data to determine rights
  • Able to draft land record documents including Permits, Licenses, Leases, Easements, Deeds and other agreements as necessary
  • Excellent organizational and time management skills; plan, schedule and manage numerous complex ROW projects concurrently while effectively managing deadlines and shifting priorities.
  • Strong oral and written communication skills; able to lead meetings, motivate others, and effectively interact with internal and external stakeholders at all levels.
  • Excellent collaboration and management skills; able to clearly define and communicate roles and responsibilities, and make informed, effective decisions


  • Bachelor’s degree or equivalent experience.

Experience :

  • Minimum of five to eight years of related experience required including Right of Way Management, Property Management and/or Real Estate Law
  • Familiarity with ROW methodologies and Utility industry land rights is necessary
  • ROW Land Management experience is necessary

Licenses & Certifications:

  • Valid Motor Vehicle Operator’s License is required

Working Conditions:

  • Must be available to work emergency restoration assignment as required
  • Must be available to travel between MA/CT/NH as necessary

  • Work is performed primarily in an office environment which requires sitting, standing and general movement throughout the office area

  • Travel will be required between office, project sites, and stakeholder locations.
  • Work will require visiting field construction sites including high voltage substations and utility Rights-of-Way; attentiveness and adherence to all company safety practices and protocols is required
  • Attends to issues outside of normal business hours and for extended periods, as necessary
