Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a ORDNANCE EQUIPMENT MECHANIC LEADER, Position Description Number PDD0204000 and is part of the MA ANG 104th FW, National Guard. This is a Bargaining Unit position. The unit point of contact and contact phone for this position is: SMSgt Vincent Rizzo, vincent.rizzo.2@us.af.mil Responsibilities (1) On a regular and recurring basis during shift operations. Leads three or more mechanics performing maintenance on assigned air munitions, missiles, and munitions handling equipment inclusive of the following: maintains and repairs assigned missiles, operates, repairs, maintains and calibrates missile test equipment, receives, identifies, inspects and stores conventional aerospace munitions, etc., inspects, maintains, and reconditions conventional aerospace munitions and handling equipment, assembles and issues conventional aerospace munitions, posts entries on applicable maintenance and inspection records:,anti preloads missiles or launches and/or delivers to aircraft loading areas. (2) In addition to performing the same tasks as those led. The incumbent monitors the work of assigned technicians, passes work assignments on as directed by supervisor, ensures that proper materials, tools, and equipment are available: ensures full utilization of personnel and completion of those assignments within established time frames, and advises supervisor on status and progress of work, causes of delay, and overall work operations, problems, and individual performance. c. SKILL AND KNOWLEDGE: Exercises journeyman level ski11s of the Ordnance Equipment Mechanic occupation in performing a variety of troubleshooting, detect isolation, and repair processes related to complex ordnance equipment and multi-component devices composed of interrelated electrical, mechanical, pneumatic and hydraulic assemblies and components. The work requires application of sound judgment in selection of repair techniques and achieving specified accuracies and tolerances and skill in the use of all precision measurement instruments common to the trade. Ability is required to independently interpret and apply requirements contained in blueprints, wiring diagrams, equipment specifications, and other technical documents. d. RESPONSIBILITY: The Munitions Maintenance and Storage Section Foreman provides assignments in the form of work orders, inspection reports, or verbal instructions. The incumbent has responsibility to lead other workers in performance of assignments. He/she is expected to select tools and repair parts and otherwise carry assignments through to completion referring only unusual and difficult problems to the foreman. Work is subject to spot checks upon completion for acceptability and adherence to instructions and established standards. The incumbent utilizes technical orders and manuals and manufacturer's specifications, factory engineering bulletins and standard operation procedures as guidelines in accomplishing the work. e. PHYSICAL EFFORT Work requires standing, bending, stretching, and working in tiring and uncomfortable positions. Some work is performed in a sitting position. Requires moderate to strenuous physical exertion. Lifts equipment and components weighing 20-50 pounds and may occasionally be required to lift items weighing up to 100 pounds. f. WORKING CONDITIONS: Work is both inside and outside in inclement weather, on icy, wet, and slippery ramps, workstands and in temperature and humidity extremes. Subject to the dangers from exposure to toxic fumes, high pressure air and fluids, engine noise, explosive munitions, electrical voltage, cartridge actuating devices, fire or explosion of lubricants, paints, and solvents. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: ENL: TSgt to MSgt Compatible Military Assignments: AFSC: 2W0X1 All applications will be considered regardless of Branch AFSC This is an indefinite position, Tenure 3, with a time limit determined by the needs of the Agency. However, any current permanent military technician who is selected for this position will retain their Tenure 1 or 2 (permanent) status as applicable. All other selectees will be Tenure 3 and will receive the same benefits and entitlements as the Tenure 1 employee but will be considered Tenure 3 for the purposes of reduction in force. If a permanent resource becomes available, and at the discretion of the Agency, a Tenure 3 incumbent may be converted to a permanent appointment without competition. AREA OF CONSIDERATION: Open to current members of the 104th FW. See Tiers below: Tier 1 - Open to all current permanent full-time employees (Tenure 1 and 2 technicians and permanent AGRs) with the104 FW. Tier 2 - Open to all eligible under Tier 1 (above), plus current temporary full-time employees (Tenure 3 and 0 technicians, and One Time Occasional Tour AGRs) with the104 FW. Tier 3 - Open to all eligible under Tiers 1 and 2 (above), plus current members of the 104 FW Drill Status Guardsmen (DSG) Positions will be advertised for a total of up to 30 calendar days under the following criteria: (1) At the request of the Selecting Official, if applications are received from individuals who meet the qualifications of Tier 1 within the first 10 days, the posting will close, and an interview panel will be conducted. (2) If conditions of Tier 1 are not satisfied, the posting will continue for another 10 days, and-at the request of the Selecting Official-close after that if applications meeting eligibility under either Tier 1 or Tier 2 are received, and an interview panel will be conducted. (3) If conditions of Tier 1 or Tier 2 are not satisfied, the posting will continue for the remaining 10 days, for a total of 30 days. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position Constitutes concurrence with these requirements as a condition of employment. GENERAL EXPERIENCE: Must have experience or training which has provided the candidate with the knowledge and application of mechanical and electrical principles and the skill to perform intricate repair and adjustment of hydraulic and pneumatic components and devices. SPECIALIZED EXPERIENCE: Must have at least 18 months experience or training in repairing, rebuilding, modifying, and testing a variety of major subassemblies. Experience in diagnosing malfunctions and determining repair in major components consisting of numerous assemblies, interrelated electrical, mechanical, pneumatic, and hydraulic assemblies, and components. Experience in the use of precision measurement equipment. Experience interpreting and applying a variety of technical manuals and similar published materials. In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, organize, and lead the work of others in fields directly related the repair function of this occupational series. Must have the ability to perform administrative functions; to read and interpret a variety of technical publications used in the repair of supported equipment. The ability to provide guidance to others in work related directly to this occupational series. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
