Summary The Facility Services Assistant position is in VA Boston Healthcare System in West Roxbury, MA. The position is responsible for implementing work order responsibilities for routine and preventive maintenance. These include, but are not limited to, monitoring and reporting work order completion timeframes, providing feedback on status of work orders to the requestor, approving and disapproving requests in a timely manner. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include, but may not be limited to: Monitors completion of preventive maintenance work orders. Monitors work progress of jobs assigned to trades shops and ensure that work sequence, procedures, methods and deadlines meet the instructions of the supervisor. Provides system control, oversight, data entry, repair history, analysis and documentation of the ongoing maintenance control program for the facility, resource management equipment and miscellaneous tools and equipment, i.e., electrical and mechanical operating equipment, machinery, vehicles, engineering and construction equipment, mobile equipment, small tools. Prepares monthly, quarterly and annual maintenance and operational program reports. Utilizes a maintenance control system to issue and schedule routine and cyclical maintenance, repair and replacement of all equipment and machinery. Implements the maintenance control system (AEMS/MERS) to ensure accurate labor, equipment repair, procurement and/or replacement cost distribution. Schedules and recommends training for trades craft crews and various professional and administrative support personnel to the maintenance program. Serves as technical advisor to both the Engineering Manager administering the maintenance work order system to control the activities of maintenance crews and ensuring budget funds are available. Organizes, devises, and suggest new methods of work and meet deadlines under pressure. Serves as contracting officer representative and a direct liaison with contractors performing work on site. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position, you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience described below: SPECIALIZED EXPERIENCE GS-7: Having one (1) year of specialized experience which equipped you with the knowledge, skill, and abilities to perform the duties of the position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-6 grade level in the Federal Service. Examples of qualifying specialized experience includes possessing practical knowledge of the trades and work performed by shops; such as mechanical, electrical or carpentry and the installation, inspection, maintenance and improvement of both the inside and outside of building structures to effectively manage a variety of recurring maintenance, repair and replacement activities on complex equipment and machinery within a multi-building hospital facility, and prioritize as required in order to review and analyze incoming work order requests for Facilities Maintenance to determine proper routing and compliance with agency policies and procedures; approves work orders of a routine nature and refers more complex requests to proper authority; performs site investigation of work order requests to determine the scope and complexity of the job and priority of need; obtain or develop accurate cost estimates for the budget, maintenance repair, and minor improvements. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The job requires the performance of job duties by use of phones and/or computers in an office or shop setting. The incumbent will also be required to walk about specific sites in the Medical Center or at least sites where work has been identified as needed. The nature of these trips is to review a specific maintenance, repair, or minor improvement request for the purpose of establishing existing conditions, the work requirements, supplies and parts required for the tasks. Such trips are typically short notice in nature and will be scheduled at the convenience of the requesting service. These tasks may require lifting, standing, walking, carrying small items such as floor plans, file folders, computer reports, small parts, some tools, or measurement equipment. The incumbent will be required to lift up to 50 pounds from time to time, as well as be required to stand for extended periods of time observing repairs or operations that require witnessing or verification. Safety procedures must be followed and appropriate personal protective equipment (PPE) must be worn, as required for specific areas or tasks being performed.
