Your Contribution to Our Mission:
We have an exciting opportunity for a Program Manager to provide tactical direction for program execution managing internal teams, subcontractors and suppliers.
In this position, the ideal candidate will manage design, development, manufacturing, test and installation activities for Unmanned Ground Vehicle (UGV) Program of Record (POR. The Program Manager will be responsible for initiating projects by directly working with customer/sponsors to define top level scope and overall objectives, and ensure effective management of the program by meeting contract requirements, producing high quality deliverables, achieving company financial objectives, while ensuring customer satisfaction.
Key responsibilities and accountabilities:
Act as primary customer interface for all program aspects and lead program reviews to discuss technical, cost and schedule activities.
Create program plans including the development of Work Breakdown Structure (WBS) and Integrated Master Schedule (IMS) for management of scope to ensure alignment with contract requirements, budgets, and internal commitments.
Monitor and assess program performance against plan (schedule and financial) using and Earn Value (EV), identify risk and scope changes, develop and implement corrective action when necessary to initiate program changes. Maintain MS Schedule regularly.
Control expenditures per the project budget and report monthly on project budget to actual performance via the Estimate to Complete (ETC) process.
Understand the role and responsibility of each program team member, and through expert communication and leadership skills, establish a common understanding among team members on scope, schedule, and financial objectives.
Work with functional managers to develop program resource plans. Direct assigned program resources.
Work closely with the Business Development, Engineering, Operations, and Finance departments to support proposal efforts, contract negotiation and award.
Minimum of 12 years of Project Lead experience with Department of Defense customers
B.S /B.A. in Engineering, Science Mathematics or equivalent
Proven track record of managing programs with challenging technical, schedule, and cost requirements as well as complex customer and subcontractor relationships.
Must have hands on experience creating and maintaining plans in MS Project.
Must have experience managing with Earned Value Management Systems (EVMS)
Possess excellent people and leadership skills – must be capable of leading a team of technical personnel from different functions and foster collaboration and excel at conflict resolution.
Strong customer management skills - must be capable of managing a customer to assure the customer’s needs are met without incurring scope growth.
Ability to perfume scope/requirements analysis – must be capable of working with a customer to translate the customer’s wants and needs to top level scope and requirements.
Estimating – must be capable of working with subject matter experts to develop estimates for duration and cost.
Develop and maintain schedule/budgets – must know how to develop a WBS and translating that to a Microsoft Project schedule and identify budgets for all work packages in the WBS. Use EMVS to track progress and performance
Hands-on project experience in design, development, test, installation, and/or repair of hardware is highly desirable
Familiar with DOD/MIL standards and the military equipment acquisition and qualification process.
Skills and Certifications:
Excellent computer skills with a strong proficiency in Windows platform, Microsoft Office (Word, Excel, PowerPoint, Outlook, Visio), Microsoft Project, knowledge of Deltek CostPoint or similar MRP/ERP software systems, Jira, Windchill.
Excellent analytical, project management and organizational skills with a keen attention to detail.
Demonstrated execution of programs using Earned Value.
Strong written and verbal communication and presentation skills. Must be able to communicate clearly and effectively to promote collaboration among the program team.
Exceptional leadership and decision-making skills.
Program Management Professional (PMP) certification
Familiar with Agile methodology
Must be willing and able to travel up to 15%
