City of Springfield Purchasing Agent in Springfield, Massachusetts
Position Purpose/Summary Responsible for managing procurement activities to ensure all City procurement practices are in compliance with required regulations, as well as aiding Assistant Purchasing Agents. Work is performed under the supervision of the Chief Procurement Officer. No supervision is exercised over other employees. Essential Functions Approves and/or rejects requisitions for under five thousand dollars. Checks accuracy of requisition and administers contract. Ensures accuracy and completeness of all change orders. Prices, analyzes, and orders materials; insures that purchasing records of various types are kept up to date. Responds to vendor communications and ensures addenda are received by all vendors. Performs follow-up work by telephone and letter for non-delivery or unsatisfactory commodities delivered or services rendered. Confers with subordinates, department heads, and suppliers about modifications in, or interpretations of, purchase requests and orders, appropriateness of specifications, and standardization of requirements. Works directly with their assigned departments in analyzing departmental needs Must be familiar with on-line procurement system with state Comm-pass website. Assisting department in the creation of bids Maintaining bid through complete process, initiating addendums etc. When bids are awarded will create the set up of contract to be completed by assistant purchasing agents Completes general office work (filing, typing, faxing, etc.). Knowledge, Skills, and Abilities Thorough knowledge of the municipal purchasing procedures, policies, and regulations. Thorough knowledge of the types, grades and sources of commodities to be purchased and price and market trends. Considerable knowledge of the methods employed in the preparation of specifications, analysis of bids and the performance of related purchasing functions. Working knowledge of accounting practices as applied to procurement and inventory control procedures. Ability to plan, supervise and assign work of clerical and technical subordinates. Ability to perform delegated tasks and research studies without immediate supervision. Ability to establish and maintain effective working relationships with departmental officials, vendors, other employees and the general public. Ability to prepare and rewrite specifications and analyze bids. Education and Experience Bachelor\'s degree in business administration or related field. Minimum of five years of prior purchasing experience with a municipality.
