State of Massachusetts Environmental Analyst I in Springfield, Massachusetts

The Department of Environmental Protection - MassDEP - is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, management of the Underground Storage Tanks program and the preservation of wetlands and coastal resources and commits to address Environmental Justice and equity for all people of the Commonwealth. MassDEP seeks applicants for the position of Environmental Analyst I (EA I). This position is assigned to the Western Regional Office (WERO) Bureau of Water Resources (BWR), Water Pollution Control (WPC) program, located in Springfield, Massachusetts. Under the direction of the WPC Program Supervisor, Section Chief and/or the Deputy Regional Director for BWR or their designees, the successful applicant will: 1. Develop expertise in PFAS as it relates to wastewater and biosolids and methodologies for treating and managing PFAS. 2. Review applications regarding land application of biosolids. 3. Assist in determining compliance with applicable laws and standards and recommend enforcement actions and corrective measures, as appropriate. 4. Tracking and ensuring compliance with requirements of sampling schedules, enforcement agreements with and orders to wastewater treatment systems. 5. Maintaining MassDEP’s tracking/database systems as appropriate. 6. Coordinate and/or participate in chemical, physical and biological monitoring activities in accordance with the BWR Program Plan (including, but not limited to, sampling for emergencies and priority issues, the identification and quantification of pollution sources, water quality trends, and status of water quality and biological integrity). 7. Participate in the regional or other DEP PFAS work groups as related to PFAS in wastewater and biosolids. 8. Participate in regional wastewater work, including implementation of the regulatory functions of the Wastewater Program. 9. Review of monitoring data pertaining to operation of wastewater treatment plants, permitted discharge points and other data. QUALIFICATIONS REQUIRED AT HIRE * · Thorough knowledge of interdisciplinary environmental science principles in the areas of biology, chemistry, geology, hydrogeology, public health, sanitary and/or toxicology. · Knowledge and experience of environmental sampling and analysis, including appropriate field and laboratory sampling techniques. · Ability to clearly and concisely communicate both verbally and in writing. · Ability to effectively communicate risk to those affected without causing alarm. · Ability to maintain complete and accurate records. · Thorough knowledge of state and federal laws and regulations pertaining to the state sanitary code and Wastewater Treatment · Demonstrated computer experience withMS Word, MS Excel, MS Outlook, GIS and other software First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, technical or professional experience In the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required experience. II. A Bachelor's or higher degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for the required experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
