General Electric Offshore Wind Tender Specialist – Pre-Assembly Harbour Site in Remote, Massachusetts

Job Description Summary

This person will be responsible to answer tender offers for Marshalling Harbour function to support the company commercial activity within the challenging renewable energy business.

This person should have excellent communication skills, proactivity, and a good logistic and industrial construction knowledge.

The Marshalling Harbor department operates within the Project Management Office, in parallel with activities of Installation, Transport, Commissioning, Planning and Risk Management.

This person will be part of Project Management Office (PMO) – within the Marshalling Harbour department and will report to the Commercial Developer manager.

Missions of the Marshalling Harbour are to receive and collect the Wind Turbine Generator (“WTG”) components from the factories, to handle and store them, to carry out the necessary preservation, pre-commissioning and pre-assembly, and to prepare WTG components at quayside for the load-out on-board the Wind Installation Vessel.

Roles and Responsibilities:

  • Provide timely and competitive Marshalling Harbor logistics and pre-assembly quotes (including lifting equipment and manpower), updated throughout global commercial bid lifecycle.

  • Develop workable logistics strategies that include forecasting, market and infrastructure analysis and ensure proposed costs are accurate and competitive.

  • Accountable for the technical solution proposed within the quotation: lifting equipment selection, pre-assembly harbour suitability and hub layout drawings.

  • Identify project specific risks analysis and mitigation plans in collaboration with Risk Manager

  • ​Develop logistics service providers and port authorities’ network in target countries to optimize costing and technical solutions for the project.

  • Work with Sourcing department to issue RFQs.

  • Influence contract terms and conditions, resulting in optimized logistics solutions minimizing overall execution risk hence preventing downstream margin erosion.

  • Perform contract reviews with customers and provide contract language which protects internal financial performance.

  • Collaborate with Commercial and Sales teams to schedule, perform and maintain port audits in targeted countries.

  • Perform technical and budgetary hand-over of the Marshalling Harbor work package between ITO and OTR.

  • Collaborate with all other PMO functions to enhance relationships, share best practices, and drive common execution improvements.

  • Maintain the monitoring tool for the activity and performance of the department's commercial offers.

  • Participate in reviews aimed at reducing project execution costs for the department's activity.

  • Establish a strong market analysis related to the Marshalling Harbour to make strategic decision.

  • Propose process improvements to optimize safety, quality and or cost reduction; special attention shall be focused on HSE.

Required Qualifications:

  • Bachelor's Degree (from an accredited institution or equivalent experience) in commercial or logistics

  • Minimum of 3 years in software skills : Good Microsoft applications knowledge

Desired Characteristics:

  • Significant experience with managing logistics for large global projects and a commanding knowledge of Port operations and Cranage.

  • Superior analytical skills, with demonstrated ability to synthesize large quantities of data into key messages.

  • Proven experience working with diverse teams.

  • Ability to coordinate and lead in a global matrix environment.

  • Excellent organizational skills.

  • Ability to communicate at all levels.

  • Working knowledge of commercial contracts.

  • Working knowledge of site mobilization and constructability.

  • Prior experience working with carriers and transportation systems.

  • Proven competency and expertise in evaluating competitive logistics quotes.

  • Experience in developing business level summaries.
