State of Massachusetts Transportation Program Manager in Quincy, Massachusetts

Duties and Responsibilities (these duties are a general summary and not all inclusive) :

Set the overall direction and oversight for the Transportation Program. Work with other program managers that oversee providers under the Fee For Service (FFS) Program including Physician, Dental, Vision Care and Clinical Laboratories to ensure accurate interpretation of Delivery Systems Operations goals as a subset of the overall MassHealth strategic goals and initiatives. Coordinate with other program managers to ensure implementation of policy changes that are in line with the overall MassHealth goal of providing high-quality health care for its members .

Monitor performance of providers and contracted entities against MassHealth's contract standards and regulations through effective collaboration with several MassHealth units, including the EHS Human Services Transportation (HST) unit, Office of Clinical Affairs, Office of Medicaid, Budget, Purchasing Strategies, Legal and with other state agencies, such as Department of Public Health (DPH), Center for Health Information Analysis (CHIA), and other reimbursement entities .

Work with providers and contracted entities to ensure that the services provided improve the health outcome of enrolled members and result in cost-efficiency and improved access to care. Also ensure that providers and contracted entities develop and implement clinical and operations performance measurements and initiatives that align with applicable federal and state rules and regulations and MassHealth's program regulations and goals .

Develop, implement and oversee policies and procedures relating to quality initiatives of the Transportation Program, Delivery Systems Operations, and other units in coordination with MassHealth's overall goal .

In performing these responsibilities, the Transportation Program manager will collaborate with the other units and staff of Delivery Systems Operations, other internal and external staff, the Ambulance Association and other stakeholders as appropriate to achieve the objectives of MassHealth .

Preferred Qualifications :

· Master’s Degree preferred and at least 5 years of full-time, or equivalent part-time, supervisory or managerial experience in a health care environment with emphasis on Medicare/Medicaid managed care and/or capitated managed care programs or organizations .

· Excellent analytic, interpersonal, project management, negotiation and leadership skills .

· Ability to communicate effectively, both orally and in writing .

· Knowledge of Medicare/Medicaid law, regulations, and policies related to Medicaid .

· K nowledge and experience with health care quality improvement processes .

Special Requirements:

Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent from another state may be required.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
