TheMassachusettsExecutiveOffice of Health and Human Services(EOHHS)is seekingtohireamotivatedIT SeniorSystemsAnalyst(SA)thatwill be part of the MassHealth ITteamsupporting MassHealthApplications.MassHealth (MH)is theEOHHSofficethatadministerstheMedicaidprogramand theChildren’sHealthInsuranceProgram(CHIP) inMassachusetts.MassHealthapplicationsprovidecriticalsupportforaccesstohealthcareforsome ofMassachusetts’mostvulnerableindividuals. The IT SeniorSystemsAnalyst(SA)will act as a business liaisonbetweentheapplicationowners,users,and the IT MassHealthApplicationDevelopmentteam to proactively identify, develop, and drive short-term and long-term application strategies.TheSAwill beresponsibleformanaging and supportingexpectationsof the businessstakeholders.TheSAwillserve as a technical expert andworkclosely with businessusersand the MHITApplicationDevelopmentProjectManagertoanalyzecomplexbusinessproblems,interpret,andtranslatebusiness rules andrequirementstobesolvedwithneworcurrentautomatedsystems.TheSAwillassistandparticipatein all phases of theSoftwareDevelopmentLifecycle(SDLC),clearlydefininganddocumentingsystemupdaterecommendationsandrequirementsinaccordancewithapplicablestandards,relatedmethodologyprocedures,and adheringtosystemsecurityrequirementssuch asHIPAA. The primaryworklocationforthisrolewill beat100HancockStreetQuincy,Massachusetts02171.Theworkscheduleforthis position isMondaythruFriday,9:00AMto5:00PMEST.Somein-statetravelupto5% will berequired. *Responsibilities:* * Maintain professional interaction with internal (IT) & external (business) teams, management, other organization service units, and with end users * Perform assessments of the system, system flowcharts, functional specifications and logic, input/output requirements, reports and functional database design for logistical processes * Develop, document, and revise system design procedures, test procedures, and quality standards * Participatein all phases of theprojectlifecycle * Interactwith businessto understand andclearlydefineanddocumentrequirementswhile managing/supportingexpectationsof businessstakeholders * Consult andworkdirectlywithITprojectmanagers,businessanalysts,anddeveloperstodesign anddevelopapplicationsusingstandardtoolsandsoftware(e.g.,JAVA,.NET,OnBase). * Coordinateandparticipateinrequiredtesting/validationofsystemenhancementsandfixes;utilizetesttoolssuch asRationalQualityManager(RQM)andJAWS. * Applyprojectmanagementstandardsensuringobstaclesandrisksareidentified,tracked,escalated,andcommunicatedtoteammembersand theprojectmanageraccordingly. * Defineanddevelopbusinessrequirementsand functionalspecificationsthatprovideclear andconciseapplicationandoperationalrequirements,areinaccordancewithapplicablestandardsandrelatedmethodologyprocedures,andadheretosystemsecurityrequirementssuch asHIPAA,byconductinginterviews,workflowanalysis,processanalysis,andobservationsessions. * Track,research,document,andreport(as needed) issuesreportedbythe business andfollowthroughtoresolution;utilizedefecttracking tools such as JIRA. * Definepreciseandaccurateacceptancetestcriteriaincludingproblemdeterminationandresolutionthatwill be usedbyQualityAssurancetesterandend-userstoensurethatbusinessownerintentiscaptured. *Preferred**Knowledge,**Skills & Abilities:* * Minimum 5yearsofsystemsanalysisrelatedexperiencein managinglargeITapplicationdevelopmentproject(s),preferablyin astate/federalgovernmentor in ahealthcareenvironment. * 3yearsofexperiencewithsoftwaredevelopmentlifecycle,fromdevelopmenttotheroll-out ofenterpriseapplications/systemenhancements. * 3yearsofexperiencewithdefininganddevelopingbusinessrequirementsand functionalspecificationsthatprovideclear andconciseapplicationandoperationalrequirements. * Strongknowledgeandunderstandingofsoftwaredeploymentmethodologiesandbestpractices. Experience maintaining operational confidentiality of sensitive information. * Knowledgeandfamiliaritywith SQL - abilitytowriteSQL queries and sub-queriestoacquiredataaccuratelyandefficientlyfromlargedatasetswithcomplextablestructures. * Extensiveknowledgeand hands-onexperiencewithprojectmethodologiessuch asWaterfall,Agile and SCRUM. * Knowledgeof and hands-onexperiencewith thefollowingapplicationtools:OnBase, and JIRA. * Abilitytoeffectivelyuse MS OfficetoolsincludingVisio,Project,Word,Excel,MS Access, andPowerPoint. * Excellentwrittenandverbalcommunicationskills;interpersonalandcollaborativeskills; with the abilitytoeffectivelyrelateandcommunicateatalllevels,includingexplainingtechnicalmattersin businessterms. * Excellentanalyticalandproblem-solvingskills with the abilitytodrivechange—takingcomplexor ambiguous issues,identifyingtherootcause,articulatingoptionsformovingforward,and buildingconsensusaroundacourseof action. * In-depthknowledgeofemergingtechnologies,trends,methodologies,andresourcemanagementprinciples. _EducationandCertification:_ Associates/Bachelor’sDegreeincomputerscience,InformationSystems,BusinessAdministrationor otherrelatedfield, orequivalentworkexperience.PriorGovernmentorhealthcareexperiencepreferred.MicrosoftSQLServer(MCSA),OracleCertifiedAssociate(OCA) orOracleCertifiedProfessional(OCP)certificationdesirable. _Total Compensation:_ As an employee of the Commonwealth of Massachusetts you are offered a great career opportunity influencing a wide-spectrum of services to the diverse populations we serve - but it's more than a paycheck.
