State of Massachusetts IT Asset Management Senior Analyst in Quincy, Massachusetts

The Executive Office of Health and Human Services (EOHHS) is seeking to hire an experienced IT Asset Management Senior Analyst to join the EOHHS IT Asset Management (ITAM) team. The ITAM Senior Analyst will be responsible in all the functions of the Information Technology Asset Management Process including asset requests, procurements, contract and vendor review, and management of hardware and software assets, while maintaining strict adherence to EOHHS IT policies. The incumbent will also manage ITAM’s data, perform trend analysis, and cost-based analysis of EOHHS IT assets. TheITAM Senior Analystwill also perform ordering, receiving, stock management, customer service, asset and inventory assignments, control activities, and other asset management duties as required. The primary work location for this role will be 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday through Friday, 8:30AM to 4:30PM EST. *This position will follow a *hybrid *model of reporting that combines in-office workdays and work from home days as needed. *Duties and Responsibilities: * Perform cost-based analysis and management, IT dataset restructuring, and product reports for all IT assets. * Track the procurement life cycle to ensure that all assets (hardware and software) are ordered and received on schedule. * Monitor and manage software renewals, subscriptions, and services to ensure the asset procurement life cycle is started within the mandated timeframes (no less than 90 days before expiration) * Maintain accurate and updated ledgers, Excel files, and other documentation for reporting to ITAM management and other IT leadership. * Prepare Expenditure/Procurement Request Forms (ERF) for signing off by designated parties for the submission to the good procurements budget. * Quote and negotiate software renewals, subscriptions, and services with resellers and provide details to various points of contact while maintaining accurate documentation. * Quote and negotiate new software and hardware costs with resellers based on received tickets while maintaining accurate documentation and providing details back to the requester. * Create and maintain Configuration Items in ticketing systems (CA, ServiceNow) based on the procurement life cycle. * Process and create documentation for assigned tickets (CA, ServiceNow) for license assignment, processes, and management to ensure the IT Service Manager has all necessary details for end user installation. * Maintain, organize, and manage the ITAM shared email to ensure that requests and needed assets are processed in a timely manner. * Perform related duties including attending meetings, responding to correspondence, documenting process tasks, and other duties as assigned. Preferred Knowledge, Skills, and Abilities: * Five (5) years of experience performing cost-based data analysis and management in a large enterprise setting. * Five (5) years of experience in developing, documenting, enhancing, and supporting departmental applications in a networked, multi-vendor, diverse-platform environment. * Two (2) years of IT experience, particularly in IT asset (software and hardware) management and vendor and contract management. * Expert proficiency in Microsoft Excel and other Office products (Outlook, PowerPoint, Word). * Excellent understanding of costs and chargebacks with an ability to create reports for IT leadership business review. * Proven knowledge and hands-on experience with asset portfolio management tools, inventory management processes, inventory control, and forecasting. * Demonstrated understanding of vendor management concepts and implementation techniques including contract negotiation and vendor performance monitoring. * Methodical and detail-orientated mentality to support asset management, cost-based analysis, and reporting. * Strong analytical skills, with the ability to analyze and restructure IT datasets to produce reports and recommendations. * Highly organized and able to maintain detailed documentation on processes, standards, and assets. * Familiarity with ServiceNow and SharePoint is desirable, but not required. * Excellent verbal and written communication skills; presentation and policy writing skills * Required to lift 35 pounds and push 65 pounds of computer equipment occasionally as requested.
