State of Massachusetts Deputy Chief Operating Officer for Eligibility and Member Services in Quincy, Massachusetts
MassHealth is seeking qualified applicants for the position ofMassHealth Deputy Chief Operating Officer for Eligibility and Member Services.The MassHealth Deputy Chief Operating Officer (COO) for Eligibility and Member Services reports directly to the MassHealth Chief Operating Officer. The Deputy COO will oversee units responsible for MassHealth Enrollment Center operations and eligibility and enrollment operations. The staff in these units consists of directors, assistant directors, managers, program coordinators, social worker employees and clerical staff. The units focus on day-to-day eligibility and enrollment activities as well as member and provider customer service, member noticing and education, special assignments, internal systems (i.e., HIX, MA212, MWS, Captiva and MMIS) data collection and analysis, and enrollment decision support. Supporting operations requires intense collaboration with leadership in other MassHealth units, as well as interfacing with providers, health plans, and member advocacy organizations. These responsibilities advance MassHealth’s mission by developing policies that support the ability of Massachusetts residents to get access to healthcare and ensuring that our staff and partners are trained and informed on MassHealth policies, processes and systems. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ · Manage the work of the Eligibility and Enrollment Operations units through supervision of unit managers, review and approval of staffing decisions, assignment of tasks, coaching, performance reviews and support for professional development. · Oversee the development and delivery of Operational readiness for various special project that affect providers and members. · Communicate and direct the implementation of the priorities of MassHealth executive leadership; establish policies and procedures to operationalize state and federal mandates and MassHealth initiatives. · Serve on MassHealth Operations Senior Management Team and carry out the directives of the Chief Operating Officer, Medicaid Director and Secretary of Health and Human Services. · Advise the Chief Operating Officer, Medicaid Director and other senior leadership on operational matters within areas of responsibility. · Identify and implement process improvements to enhance quality and efficiency and achieve budgetary savings; develop metrics and reports to assess performance and inform decision-making. · Serve as liaison to EHS IT and communicate business priorities to support MassHealth Eligibility and Member Services operations related to maintaining and upgrading existing IT systems, implementing new system and ensuring appropriate system access for MassHealth staff. _Preferred Qualifications:_ · Extensive knowledge of MassHealth policies, programs and procedures and the ability to integrate this knowledge with new and existing IT systems. · Familiarity with an enormous number of complex, technical issues, systems and programs affecting Medicaid and its services to members. · The ability to manage and sustain multiple and complex relationships and ensure that lines of communication are open. · The ability to work under significant time pressures to meet unanticipated demands. · The ability to develop effective teams, which share information and work collaboratively to solve problems and make decisions. · Demonstrated sound judgment with ability to take calculated risks. · Strong written and oral communication skills. · Strong quantitative and qualitative analytical skills and attention to detail. · Ability to work with people from diverse backgrounds. · Competency with common software applications, such as Microsoft Office. · Project management planning, integration, coordination and monitoring. · Planning, convening, directing, supporting and overseeing cross-agency project management teams. _TO APPLY:_ Please upload both Resume and Cover Letter for this position when applying.
