State of Massachusetts Contracted Instructional Designer, Registry of Motor Vehicles in Quincy, Massachusetts

General Responsibilities

Incumbents in this position design and develop instructional and educational solutions on RMV business processes, policies, and systems; consult with business, technical, and other training team personnel to identify training/educational needs; plan the design and development of training solutions to meet project or department deadlines; and perform related work as required.

Detailed Statement of Duties and Responsibilities

An incumbent of this position is responsible for performing the following duties:

Design & Develop Instructional/educational Content

  1. Design and develop instructional/educational content and revise current training programs that focus on business processes, policies, and systems, using a variety of instructional strategies. Materials created will include but are not limited to facilitator guides, participant materials, eLearning solutions, job aids, and other reference material.

  2. Conduct needs analysis, with Subject Matter Experts, to identify knowledge and tasks learners need to be successful in their role.

  3. Create detailed design plans that specify the recommended learning solutions and present the plans to the Training Manager and business partners, as necessary.

  4. Design and develop assessment tools that measure participants’ mastery of the training program materials and evaluate their ability to perform job-related tasks.

  5. Pre-stage data in the Training environment to support the exercises designed for hands-on training.

  6. Conduct train-the-trainer workshops to prepare Trainers to deliver new training programs.

  7. As needed, conduct pilot classes of new training programs.

Perform Needs Analysis

Conduct Needs Analysis to define the audience, identify user goals, set usability objectives, identify design constraints and define knowledge and tasks specifications.

Perform Project Management Tasks

  1. Estimate the timeframe and resources needed for the design, development, delivery, and evaluation of new training programs.

  2. Ensure that all training materials are completed by deadlines agreed upon with project team and the Training Manager.

Participate as Active Member of the Training Department Team

  1. Regularly attend scheduled staff meetings and actively participate with other Training team members to discuss project-related issues, brainstorm ideas, communicate difficulties being encountered, and discuss any other issues related to training and development.

  2. Work with Trainers to support the roll-out of training programs and consult with Trainers on the best way to address employee performance issues encountered in the field.

Qualifications Required at Hire

  1. Experience designing and developing instructional/educational solutions, including training curricula that have been implemented in a business Operations environment.

  2. Skills in using social media applications such as WebEx to conduct distance learning sessions.

  3. Knowledge of the basic theories and principles of learning and motivation as applied to employee training.

  4. Knowledge of training methods & techniques such as On-the-Job Training (OJT), classroom lecture, workshops, role playing, demonstration, simulation, & games.

  5. Knowledge of needs assessment methodologies and training evaluation techniques.

  6. Ability to communicate effectively through oral presentations and clearly written documentation.

  7. Ability to understand and apply the laws, rules, regulations, policies, procedures, specifications, standards & guidelines governing the assigned business unit’s activities.

  8. Ability to work in a team setting.

  9. Knowledge of the principles and practices of training curriculum development and supervision.

Qualifications Acquired on the Job

  1. Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing the assigned business unit’s activities.

  2. Knowledge of the types and uses of agency forms.

  3. Knowledge of the standard customer service practices for making and receiving agency telephone calls (i.e., greeting, gathering information, transferring a call etc.).

Minimum Entrance Requirements

At least four years of full-time, or equivalent part-time professional experience, which has included designing and developing instructional and educational solutions as a major duty, and of which at least one year must have been in an administrative, managerial or supervisory capacity;

Ability to multi-task and successfully operate in a fast paced, team environment;

Must adapt well to change and successfully set and adjust priorities as needed;

Must be proficient with Microsoft Office Suite (intermediate to advanced Word, basic Excel, intermediate to advanced PowerPoint, and basic Outlook).


A Bachelor’s degree with a major in Education may be substituted for a maximum of two years of the required experience.
