National Park Service Trolley Conductor in Lowell, Massachusetts

Summary A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. The typical seasonal period for these positions is May through November but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: May 2025. Responsibilities Responsible for stopping traffic on busy roadways and safely directing trolleys across intersections. Respodning to emergencies as they arise when needed. Responsible for reading and interpreting railroad switch positions and throwing/securing switches properly. Responsible for maintaining accurate records of the number of visitors using the trolley on a daily basis. Responsible for maintaining trolley schedule of pick-up and drop-off times of visitors taking park tours. Ensure safe loading/unloading of passengers and communicating with staff and trolley passengers to facilitate safe operations. Area Information: Lowell National Historical Park is located in Lowell, Massachusetts, which is 35 miles northwest of Boston and served by Boston commuter rail service. The history of American's Industrial Revolution is commemorated in downtown Lowell. The Boott Cotton Mills Museum, with its weave room of 88 operating looms, "mill girl" boardinghouses, the Suffolk Mill turbine, and guided tours, tell the story of transition from farm to factory, chronicle immigrant and labor history, and trace industrial technology. The City of Lowell is centrally located in New England with a wide variety of cultural and recreational activities easily accessible. Beaches and mountains are within a two-hour drive. The University of Massachusetts at Lowell, as well as colleges and universities in the Boston area provide many cultural and educational opportunities. The ethnic restaurants in Lowell reflect the dynamic composition of the city. Temperatures range from the high teens in winter, to 80 degrees or more in summer. A great variety of service are available in the area, including, medical, schools, churches, shopping, etc. Homes and rentals are readily available and are considered expensive. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors. You must meet level 2 on the screen out factor/element and an average of level 2 on all factors/elements. All qualifications must be met by the closing date of this announcement. Qualifying experience may be obtained in the private or public sectors: Ability to do the work of a Trolley Conductor without more than normal supervision (SCREEN OUT) Operation of Motor Vehicles (JE#6-A) Work Practices (includes keeping things neat, clean, and in order) (JE#25-A) Ability to Interpret Instructions, Specifications, etc. (JE# 75C) Ability to Operate Safely (non-motorized vehicles) (JE#86-B) Reliability and Dependability as a Trolley Car Operator (JE#87) For this position, the work is defined as: I have safely stopped traffic and directed trolleys across busy intersections. I am capable of properly throwing all rail switches to allow the tracks to be securely positioned. I have knowledge of history of the area and the significance of the history of trolleys as it pertains to early transportation systems. I am capable of safely loading and unloading passengers and have sufficient knowledge of emergency procedures to respond appropriately to difficult situations. I am able to follow schedules to meet deadlines and have the ability to maintain accurate written records and logbooks to record passenger counts. I have assisted with track maintenance such as minor inspections, cleaning and lubricating. Non-Competitive Rehire Eligibility: Effective May 26, 2018, please note that a temporary seasonal employee can only maintain their non-competitive rehire eligibility if they work no more than a combined total of 1,039 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months, and have already worked the maximum 1,039 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1,039 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1,039 hours. Physical Demands: The work performed requires long periods of standing; jumping up and down to/from a moving trolley; good vision and coordination; walking over uneven asphalt and railed surfaces.
