MIT Lincoln Laboratory Senior Manager, Market Intelligence & Small Business in Lexington, Massachusetts

MIT Lincoln Laboratory is a federally funded research and development center (FFRDC) chartered to develop advanced technology in support of national security. Research and development activities focus on long-term technology development as well as rapid system prototyping and demonstration. These efforts are aligned within key mission areas, including air and missile defense; space control; homeland protection and tactical systems; biological-chemical defense; communication and information technology; intelligence, surveillance and reconnaissance systems and technology; and advanced electronics technology. The Laboratory works with government and industry to transition new concepts, technology and prototypes into future system development and deployment.

The Senior Manager, Market Intelligence and Small Business (SM, MI/SB) works across the entire laboratory to ensure knowledge of current and emerging capabilities across government, industry and academia. The SM, MI/SB will work with all levels of the laboratory, and specifically with the Technology Ventures Office (TVO) in the Director’s front office, to understand the requirements of the laboratory and to increase opportunities to fulfill the laboratory’s mission of tech transfer. The SM, MI/SB will use that knowledge to assess the market through research, meetings, conference attendance, and multiple other avenues. The SM, MI/SB will work with technical divisions to identify current capabilities, future desired states, and ongoing research to identify opportunities for partnerships with commercial entities, small businesses, and other universities, including HBCUs and HHCUs.

The SM, MI/SB accomplishes all necessary tasks to develop and comply with the requirements of prime contract subcontracting plans, including the primary contract with the United States Air Force, including working with fellow Contracting Services Department senior managers and senior leadership across the laboratory. The SM, MI/SB will develop and encourage opportunities for small business concerns within the various socioeconomic programs by providing information regarding means for doing business with MIT-LL to small businesses, as well as coordinating with senior leadership in the laboratory. The SM, MI/SB will establish and maintain a robust Small Business Outreach program. The SM, MI/SB will develop guidance materials and provide technical advice on the nuances of the varied small business programs, highlighting statutory procurement guidance and industry best practices. The SM, MI/SB will develop a plan to fully implement small business goals and metrics. The SM, MI/SB will design and publish appropriate reports to provide socioeconomic goal information to all levels of management.

Position Description

  • Lead all efforts to expand knowledge of market capabilities across the Laboratory

  • Work with technical groups to assess emerging technology needs to know what capabilities to find in the marketplace

  • Develop programs to increase Laboratory awareness of technology capabilities and new business opportunities across government, industry, and academic arenas

  • Develop, maintain, and present meaningful and measurable metrics to show increased market intelligence and resulting benefits to Laboratory programs

  • Develop database for Laboratory personnel to access known market capabilities in a rapid manner to increase market research efforts

  • Work hand-in-hand with the Lab TVO to develop plans and execute tech transfers with industry, meeting one of the key Lab mission areas

  • Develop programs to increase laboratory awareness of technology capabilities and new business opportunities across government, industry, and academic arenas

  • Manage necessary systems to ensure availability of market information for laboratory personnel

  • Lead all efforts across the laboratory to comply and demonstrate compliance as required with the laboratory's government approved subcontracting plan and applicable goals in all prime contracts

  • Enhance and evolve the existing small business program by generating a comprehensive plan and establishing communication across the laboratory and industry to increase small business opportunities with the laboratory

  • Meet with small businesses to discuss capabilities and opportunities for conducting business with the laboratory

  • Develop and present all necessary information as required by laboratory personnel to demonstrate compliance with small business requirements and present meaningful and measurable small business goals, with steps to achieving these goals

  • Provide necessary information to the Senior Manager, Strategy, to support his/her program and plan development and application across the Contracting Services Department

  • As a senior level position in the Contracting Services Department reporting directly to an Assistant Department Head, provide senior level advice and participate in senior level discussions across the management level of the Contracting Services Department

  • Participate in events that expand knowledge of MIT-LL capabilities across government, industry, and academia

  • Travel to multiple conferences and events to ensure maximum knowledge of small business and market capabilities

    Qualifications

  • BA/BS required, with one of these desired emphases: business, planning, law, international affairs/government, engineering; advanced degree preferred

  • Understanding of government small business programs

  • Understanding of market research and its application to research and development program requirements

  • Broad knowledge of/familiarity with defense technologies/applications and the defense industry

  • Ability to manage complex programs, communicating objectives and progress to organizational leadership

  • Ability to assemble, motivate, and guide teams charged with implementing a wide variety of goals

  • Ability to synthesize technical information sufficiently to gather top-level capabilities and requirements

  • Knowledge of Microsoft Office computer applications

  • Minimum 10 years of experience with contracting services departments, small business programs, market intelligence efforts, and/or government programs

  • Strongly Desire experience in supervising/managing complex administrative processes

  • Strongly Desire experience in interpreting and implementing the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS)

  • Secret clearance required, TS/SCI clearance (with counter-intelligence polygraph) desired
