State of Massachusetts Environmental Analyst III- Solid Waste Program in Lakeville, Massachusetts

This position is assigned to the Southeast Regional Office (SERO) Bureau of Air & Waste Solid Waste section located in Lakeville, MA. Under the direct supervision of the Solid Waste Management Section Chief, the EA III will perform the following duties within the solid waste program; review proposals and make written comments concerning assessment of landfills and remediation and closure of landfills, make field visits to projects to ensure quality control in installation of monitoring wells and landfill covers, coordinate landfill assessment and remediation work, recommend, review, and interpret related environmental monitoring, sampling and testing proposals and subsequent submittals, investigate complaints, assess environmental threats, and determine appropriate responses through file reviews and field evaluations, develop and execute enforcement cases, determine compliance with MassDEP regulations. Primary duties and responsibilities for the EA III include, but are not limited to, the following: · Review, interpret, and comment on technical documents and permit applications including assessment, monitoring and remedial design plans and specifications in regard to solid waste management facilities while adhering to required timelines and makes determinations as to adequacy and provides recommendations for actions. · Prepare detailed technical and administrative letters, permits, enforcement documents, project summaries, memos, and other correspondence in managing solid waste management facilities. · Inspect solid waste facilities and examine data regarding air, soil, and water to verify compliance with facility permits and applicable rules, regulations and laws. · Investigate complaints, assess environmental threats, and determine appropriate responses through file reviews and field evaluations. · Determine enforcement actions and corrective measures to be taken when violation of laws, rules and regulations are discovered at permitted and illegal facilities. Recommend operational strategies for dealing with compliance and enforcement in the area of public health and environmental protection. · Represent the Department at meetings and conferences. · Provide information and advice, including applicability and determinations of environmental regulations, policies, and guidance manuals to regulated community. · Track and organize facility permits, inspections, enforcement, and other documents on computer database (i.e., Accela, CAS/SMS) and in paper files · Support, assist, and interact with MassDEP staff, regarding solid waste management, engineering design, and multimedia assessment. * * Preferred Work Experience and Qualifications: * * · Knowledge of the statutes, regulations, and policies applicable to the solid waste program including M.G.L. c. 111 §150 A and 150A1/2 and the regulations promulgated thereunder at 310 CMR 16.00 (Facility Site Assignment Regulations) and 310 CMR 19.000 (Solid Waste Facility Regulations) · Knowledge and experience in applying hydrogeologic principles: to the fate and transport of landfill leachate and/or to the assessment of locations where there has been a release of oil and/or hazardous materials · Excellent communication skills including technical writing and editing skills and the ability to express ideas clearly and concisely. · Ability to work independently, with latitude for independent decision making. Thorough knowledge and experience in reviewing environmental assessment reports and/or engineering design reports for solid waste facilities. · Ability to prepare, review complex risk assessment and/or engineering reports/plans, specifications, cost estimates, quality assurance/quality control protocols, operations manuals and reports for the construction and final closure of complex solid waste management facilities including landfills, incinerators, handling facilities and recycling facilities. · Experience and familiarity with environmental assessments and monitoring of solid waste landfills and the evaluation, development and implementation of remedial actions. · Experience and familiarity with the requirements and standards for Beneficial Use Determinations. · Experience in construction inspections, project monitoring and QA/QC, in particular construction and closure of landfills and solid waste facilities including project management. · Experience in the drafting, reviewing, and QA/QC of construction design plans including QA/QC plans including project management. · Ability to evaluate submittals quickly, thoroughly, and be able to prepare and convey recommendations to address such issues. · Experience performing compliance inspections and conducting compliance evaluations. · Experience in communicating effectively with the regulated community, the public, and municipalities. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
