Primary purpose of this position: To serve as senior spectrum manager performing electromagnetic spectrum management duties in support of all Air Force Life Cycle Management Center (AFLCMC) Program Management Offices (PMO's),66th Air Base Group (ABG), associated program offices and subordinate organizations including those outlying activities hosted by the installation.
Plans, organizes, and directs the activities of the AFLCMC Spectrum Management office, ensuring that the office complies with legal and regulatory requirements and meets customer needs.
Analyzes, evaluates, and coordinates with customers on DD Form 1494 and frequency assignment requests.
Manages technical and operational evaluation of all AFLCMC applications for radio frequency assignment in connection with AFLCMC research, development, test and evaluation (RDT E) activities and installation level frequency management activities.
Represents AFLCMC Spectrum Management office with a variety of installation and functional area organizations.
Conditions of Employment
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes Radio Frequency (RF) spectrum management in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Examples of this experience is: Provides spectrum management expertise in research, development, test, and evaluation activities and installation level frequency management activities for support of both existing and new telecommunications systems and ensure validity of each frequency renewal or modification request. Due to the use of 120 day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-12 level or equivalent position in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Knowledge of spectrum regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff.
Ability to communicate effectively, both orally and in writing.
Knowledge of the AFLCMC organization and PMO structure, mission, work processes, and directives to ensure
recommendations are compatible with long and short range plans and goals.
- Comprehensive knowledge of the radio frequency spectrum and its effect on electronic systems application for
