State of Massachusetts Emergency Management Exercise Coordinator in Framingham, Massachusetts

This position is designated as an Emergency Personnel Position. Due to the nature of the job functions and responsibilities associated with this position, the person in this position may be required to report to work during an emergency, or during non-business hours to support agency operations, even if state offices are closed or other state workers are excused from work.

This position reports to the Training & Exercise Unit Manager. This position serves the Commonwealth, its State Agencies, Emergency Support Function partners, and local jurisdictions in planning and developing exercise products and facilitating, delivering, and evaluating discussion-based and operations-based exercises. The Exercise Planner is also responsible to ensure that exercise programs are kept current and in compliance with all applicable federal and state policy guidance. Although this position will focus on exercise development, it may also require classroom instruction and course curriculum development.

This position serves as the centralized Agency contact for all exercise coordination that involves MEMA participation, technical assistance, coordination and/or sponsorship.

This position is also responsible for the design, development, and execution of Agency and external partner after action activities post real world events (pre-planned events, emergencies, disasters, etc.) and exercises. This includes authoring After Action Reports, tracking improvement plans, facilitating workshops, designing and distributing surveys and providing guidance and support for all internal and external after action needs.

The position will also support Agency programs, projects, and activities related to the overall Agency mission, and may be tasked to support other duties as assigned by the Training and Exercise Unit Manager in order to fulfill these responsibilities, this position requires strong communication, project management, and leadership skills, as well as strong technical and presentation skills.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
