GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:

This position is designated as an Emergency Personnel Position. Due to the nature of the job functions and responsibilities associated with this position, the person in this position may be required to report to work during an emergency, or during non-business hours to support agency operations, even if state offices are closed or other state workers are excused from work.

The All-Hazards Planner provides all-hazard planning services, and supports the development, review, and updating of emergency management and all-hazards plans for the Commonwealth. These include the Comprehensive Emergency Management Plan (CEMP) and its Emergency Support Function (ESF) Annexes and functional and hazard specific annexes, and other plans. The incumbent is responsible for supporting and assisting the maintenance and development of the CEMP. Further, the incumbent ensures that plans are in compliance with state and federal guidance and regulations, as well as priorities and strategic objectives, and meet the Planning Unit’s and agency’s needs and requirements. The incumbent works on other all-hazards emergency management plans, projects, or procedures as assigned and required. The All Hazards Planner works collaboratively with federal, state, local, non-govnermental and other external stakeholders to maintain, develop and enhance appropriate emergency management plans, products and capabilities, which includes participating in and conducting planning workshops and meetings with stakeholders. The All Hazards Planner may also represent MEMA at various conferences, external stakeholder meetings and other events, and on project management teams. The All Hazards Planner will also support emergency operations in the State Emeregncy Operations Center (SEOC), Regional EOCs (REOCs), local EOCs or command posts, or in the field, and may undertake other projects as assigned.

DETAILED STATEMENT OF DUTIES & RESPONSIBILITIES:

  1. Track, coordinate, and support the maintenance, development, review, and updating of the Comprehensive Emergency Management Plan (CEMP) and its annexes.

  2. Track, coordinate, and support the maintenance, development, review, and updating of MEMA’s functional and hazard specific plans and annexes.

  3. Track, coordinate, and support the maintenance, development, review, and updating of other emergency management plans, including response and recovery plans.

  4. Develop all-hazards plans and annexes, often in coordination with other MEMA staff members and external stakeholders, as assigned by the Planning Unit Supervisor.

  5. Provide planning guidance, support, and technical assistance to MEMA staff, other state agencies, local emergency management and public safety agencies, and other public, non-profit and private sector stakeholders.

  6. Ensure that plans are in compliance with federal and state guidance and regulations and meet applicable priorities and strategic objectives of the Planning Unit and the agency.

  7. Participate on Project Management Teams (PMTs) or as a Subject Matter Expert (SME) when requested, and represent MEMA at external meetings, conferences, training programs, exercises, and other events.

  8. Assist in document control activities as needed.

  9. Provide assistance to agency planners and staff, as well as public and private organzations, as required and directed.

  1. /May be assigned to work in or support the State Emergency Operations Center, one of MEMA’s Regional Emergency Operations Centers, or a local, regional or state Emergency Operations Center or command post during disasters, emergencies, incidents and pre-planned events. May also be assigned to support field response or recovery operations./

  1. /May be required to work extended hours, including during nights and weekends in the event of a disaster, emergency, incident or threat affecting the Commonwealth, or in support of pre-planned events or activation of a state, regional or local emergency operations center./

  1. /May be required to travel within and outside of the Commonwealth in support of work assignments and responsibilities. Travel may require overnight stays./

  1. /May be required to carry and use a two-way public safety radio during duty hours./

  1. /Must have basic computer knowledge and experience, and a willingness and ability to learn and use work-related software programs, applications, and technology systems./

  1. /Must have reliable transportation to and from work or assigned locations on a daily basis as well as during emergency activations or operations./

/ /

  1. /Must have the ability to form harmonious working relations with others, and to work well with others and as part of a team./

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least one year must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years of the required (A) experience.*

II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.
