Town of Falmouth Town Planner in Falmouth, Massachusetts

The Town of Falmouth is currently recruiting for the position of Town Planner. This position is responsible for providing professional, administrative, technical, supervisory, policy direction and overall management of Planning Department and other land use and community development related functions within the Town. Oversees management of the Planning Department. Plans and organizes workloads and staff assignments; trains, motivates, and evaluates assigned staff; reviews progress and directs changes as needed. Prepares and monitors department budget. Coordinates department activities with other departments as needed. Provides leadership and direction in the development of short- and long-range plans and projects; gathers, interprets, and prepares data for studies. Serves as an advisor and administrator to the Planning Board. Attends all Planning Board meetings. Produces technically sound and legally tenable recommendations and opinions for the Planning Board and other land use agencies on regulatory matters; prepares staff reports, drafts motions and files motions in a timely manner to avoid procedural defects. Provides information and recommendations to, and solicits input from, the Planning Board, subcommittees to the Planning Board, Select Board and other town committees that address land use and economic development matters. Coordinates the development and analysis of all planning activities relating to land use and community development. Promotes economic development consistent with applicable land use regulations, the Local Comprehensive Plan and other applicable land use plans. Prepares reports and assists the town with planning and land use related decisions, representing the interest of the town and implementing policies of the Planning Board, Select Board and applicable laws, bylaws, and regulations. Provides technical support to staff members for C.40B applications including Local Initiative Projects, project eligibility letters, review of deed riders, refinancing requests. Frequent contact with DHCD, MassHousing and other public or private housing interests as needed. Responds to inquiries from the general public, attorneys, engineers, and land surveyors on town zoning bylaws, subdivision rules and regulations and other relevant procedures. Periodically reviews zoning by laws and recommends changes and improvements. Coordinates review of development proposals with building, zoning, planning, health, conservation, utility and engineering departments; confers with developers, engineers, attorneys, citizen groups and other interested parties to discuss potential development proposals; acts as a facilitator between applicants and town departments; acts as the liaison to the Cape Cod Commission; reviews all DRIs; reviews and monitors MEPA/NEPA projects on behalf of the town; promotes efficient review and appropriate regulatory decisions consistent with the goals of the Town as expressed in land use plans, applicable regulations and the goals of the Planning Board and Select Board. Issues RFPs and administers resulting contracts for design/build projects using Federal Highway/MPO funds, specialized studies, and technical consultants; (see complete job description when applying) Master?s Degree from an accredited college or university in public administration, urban planning, economic development, or related field, and 5-7 years of increasingly responsible experience in planning, regional planning or community or economic development, including considerable administrative and supervisory responsibility; or an equivalent combination of education and experience.
