Agencies in the Education Secretariat include The Children’s Trust, the Massachusetts Department of Early Education and Care (EEC), the Massachusetts Department of Elementary and Secondary Education (DESE), and the Massachusetts Department of Higher Education (DHE). As EOE strives to improve the delivery of IT services, we seek an experiencedSenior IT Portfolio & Program Managerto manage the full catalog of projects in their assigned agency as the de facto agency CIO, including participating in strategic planning with senior agency leadership, acting as the business liaison between the agency and EOE, and representing the agency and EOE to other state agencies, including but not limited to the Executive Office of Technology Services and Security (EOTSS). This position reports directly to the EOE Secretariat Chief Information Officer (SCIO). This role will operate within a matrixed organizational structure. The incumbent of this role will collaborate with peers across the Secretariat and oversee project managers within their assigned agency to execute projects on time, on budget, and on target to meet agency and EOE priorities. This individual must strongly grasp Scaled Agile Framework (SAFe) principles and practices. The primary work location for this role will be 135 Santili Highway, Everett, Massachusetts 02149. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Occasional local travel may be required. Responsibilities: * * /Participate in Strategic Planning:/* /_ _/ · Work with agency leadership to establish and support agency goals and establish an IT road map that aligns agency goals with overall Secretariat IT goals.// · Work with the agency to use the IT Governance Committee and Architecture Review Board processes to propose and vet IT work requests and understand new proposals in the context of backlog management and prioritization across the Secretariat.// · Share EOE IT strategic communications with the agency and address any concerns or issues. · Lead and participate in strategic planning processes to develop EOE strategic plans aligned with EOTSS’s strategic plan.// · Coordinate with EOTSS help desk support to meet the operational service needs of the agency. · Serve as the liaison for all IT matters between their assigned agency and other agencies to identify strategic partnership opportunities that leverage shared resources and capabilities.// /_Supervise Budget, Projects, and Project Management Teams:_/ /_ _/ · Oversee assigned IT projects and communicate the status and technical aspects in terms understandable to agency stakeholders, EOE leadership, and other stakeholders as needed. // · Supervise project managers and coordinate development tasks and timelines with product owners, the EOE IT Director, and the Chief Information Security Officer (CISO) within an Agile framework. // · Track and manage multiple timelines using Jira and GitHub while maintaining a communication plan for all stakeholders regarding program details, status updates, key risks, mitigation plans, and process/plan changes. · Coordinate with project managers, EOE, EOTSS, and agency fiscal staff to provide accurate budget projections for specific projects, products and services, and staffing needs.// · Manage IT procurements to successful conclusion in coordination with fiscal and procurement staff.// · Ensure project managers meet budget and deliverables expectations in a timely manner.// · Develop and define an in-take process that looks ahead in IT planning and processes that assess the performance and health of the IT portfolio. /_Coordinate Agency IT needs with EOE and EOE IT Priorities and Processes:_/ /_ _/ · Participate on the SCIO’s Senior Leadership Team, representing agency goals and specific needs// · Advocate for agency needs while also promoting the value of alignment with an integrated enterprise and data architecture and shared IT services.// · Liaise within the agency to increase communication, collaboration, and effectiveness using SAFe Agile practices (scrum and backlog management).// · Provide guidance to agency stakeholders on where to best apply technology to solve business needs.// · Collaborate with agency stakeholders and the EOE fiscal team to promote the most cost-effective use of IT resources.// · Collaborate with the EOE fiscal team to develop, execute, and manage annual budgets and procurements.// · Coordinate with the CISO to ensure EOE’s and the agency’s authentication, authorization, and accounting framework meet EOTSS standards; manage application access employing the principle of least privilege. Coordinate with EOTSS help desk support to meet the agency's operational service needs.// * * *Preferred Knowledge, Skills, and Abilities: * * · Six (6) to ten (10) plus years of experience working in a relevant Senior IT Product/Portfolio/Program Management role, with a proven ability to conceptualize and execute deadline-driven projects with a strong bias for action and the ability to prioritize multiple and competing projects.* · Five (5) plus years of leadership experience, motivating and guiding product and project teams in a large complex matrix organization.* · Experience contributing to the development and definition of product roadmaps, ensuring product aligns with strategic goals and overall vision. * · Excellent interpersonal and communication skills, with a focus on building relationships to foster and sustain continuous IT improvement.* · Strong understanding of IT strategy development, portfolio management, project management methodologies, and budget management. · Substantial managerial experience in formulating, planning, leading, directing, and controlling complex, broad, and highly technical functions.* · Strong grasp of Scaled Agile Framework (SAFe) principles and practices.* · Ability to work collaboratively with diverse leaders, communicate an IT vision and strategy across all levels of the organization, and build consensus and trust around key initiatives and projects.* · Demonstrated ability to create and implement a technology-empowered business strategy.* · Experience leading complex, major change initiatives; demonstrated skills in change management.* · In-depth knowledge of emerging technologies, trends, methodologies, and resource management principles. · Knowledge of data tools and technologies within data warehousing and data visualization.* · Knowledge of collaboration platforms, content management, reporting platforms, data analysis and/or testing tools such as Jira and GitHub.* · Proficient in using the Office 365 Suite.* · Excellent communication and presentation skills with the ability to effectively translate technical and non-technical information (both written and verbally) to all levels of staff, and external customers.
