We are seeking a Proposal Manager 2 to join our team. The selected candidate will work with teams to coordinate all proposal activities, creating compliant, compelling business proposals that result in winning new business with U.S. and international customers. This position is located on-site in Devens, MA.

Role and Responsibilities:
Develops and executes proposal plans, estimates resources (people, schedule, and budget), analyzes RFPs, creates outlines and compliance matrices
Ensures that all customer requirements are determined and are addressed in the proposal response
Engages with Capture Manager to craft proposal strategy and develop compelling messaging to address Northrop Grumman strengths
Creates compliant, compelling proposals which clearly and succinctly address the RFP requirements
Works with the proposal team to generate proposal risk assessments
Ensures on-time delivery of proposals and document lessons learned to improve processes
Maintain the business capture pipeline within SalesForce
Organize Business Development activities such as conference attendance plans, webpage/marketing
Bachelor's degree in a technical, management, or business-related discipline with a minimum of 10 years' relevant proposal experience; OR a minimum of 8 years' relevant proposal experience with a Master's degree in a technical, management, or business discipline
Minimum of 5 years' experience specifically in proposal management and experience working on competitive proposals for U.S. Government customers
Knowledge and understanding of the U.S. Government's competitive acquisition process including federal procurement regulations (FAR/DFAR)
Experience leading proposals greater than $1 million in value
Experience leading and/or writing proposal volumes
Ability to travel as needed
Strong attention to detail, as this position requires processing large amounts of data across dozens of programs simultaneously
Strong teamwork and communication skills to ensure changes to plans are fully understood
Ability to organize, balance and prioritize multiple tasks simultaneously in a highly dynamic aerospace manufacturing environment
Strong computer skills including MS Office, specifically with Excel
US Citizenship is a bona fide requirement
Ability to obtain and maintain a Top Secret Clearance
Excellent skills in critical thinking, writing, editing, visual element planning, and BOE development
Understanding of Northrop Grumman Space Sector strategies, customers, and priorities
Experience managing proposals for international customers
Experience with NG tools including Salesforce, SharePoint, Tableau, Workday, etc
Experience with organizational effectiveness and operations implementing best practices
Advanced Data Analytics training and experience
Active Top Secret Clearance
Salary Range: $125,500 - $188,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
