The selected candidate will be expected to follow a hybrid work model that consists of both in-office and work from home days, as needed. Position Summary The incumbent will function as the District Bridge Inspection Engineer. The District Bridge Inspection Engineer coordinates all unit bridge inspection activities, including frequency of inspection, traffic control set-ups, and the reporting of all bridge deficiencies. Reviews inspection reports from bridge inspection teams to ensure quality control. Informs appropriate Department staff, including the District Highway Director, the Structures Maintenance Engineer, and the Department’s central Bridge Inspection Office, of inspection unit activities and findings promptly and accurately. Duties & Responsibilities * Acts as District Bridge Inspection Engineer and performs all types of bridge inspections required by NBIS on all types of bridge structures. * Exercises supervision over and assigns work to, and reviews the performance of bridge inspection teams; and exercise indirect supervision (i.e., through an intermediate level supervisor) over professional and/or technical personnel. * Supervises the inspection of bridges consistent with the requirements of NBIS and Department policies and procedures. * Conducts reviews and approvals of all inspection reports for the District in a timely manner in accordance with FHWA frequency requirements. * Ensures Freeze / Thaw Inspections meet required frequency. * Supervises the inspection of Ancillary Structures within the District. Assists with tunnel inspections when requested. * Conducts all field work for inspections safely and in conformance with standards for traffic protection adopted by MassDOT * Performs calculations related to estimating structural section loss and traffic counts by using calculators, computers, and other instruments. * Performs related duties such as collecting and compiling bridge data needed to prepare for a bridge inspection; operating inspection equipment and tools that are used as a normal part of bridge inspection. * Prepares for assigned bridge inspections by obtaining and reviewing all available plans and inspection records for structures that are to be inspected and by ensuring the availability of equipment and tools needed by all team members for each inspection assignment. * Maintains the safety of bridge inspection teams and the public by ensuring tha the proper safety equipment is available and that it is used correctly; ensuring that all safety procedures are in place; and ensuring that proper procedures are used for inspections over water and railways. * Coordinates traffic set-ups and police details as necessary for inspections. * Ensures the quality of inspections and prepares inspection reports. * Responds to the Highway Operations Center (HOC) and coordinates emergency inspections of bridge structures. * Maintains inspection unit files for all bridges covered by that unit, including all information required by NBIS and supplemental information required by Department policies and directives. * Maintains the inspection unit’s equipment inventory and coordinating all repair and maintenance activities required to keep the equipment in good working order. * Maintains a file for all inspection unit personnel containing basic personnel data and titles, duties, qualifications, training, and education. * Performs Employee Performance Review System (EPRS) duties. * Ensures inspections are up to date and kept up with the required frequency. * Distribute the approved Bridge Inspection reports to appropriate District Operations groups. * Schedule and monitor follow up inspections as necessary. * Performs other job-related duties as required by the District Inspection Engineer. Minimum Entrance Requirements: Applicants must have a (A) Bachelor’s Degree in Civil or Structural Engineering from a college or university accredited by the Accreditation Board for Engineering & Technology, and (B) Professional Engineer registration, and (C) at least four (4) years of full-time professional bridge inspection experience, of which at least two years must have been in a supervisory capacity, and (D) possess the minimum qualifications to be in charge of a bridge inspection organizational unit as specified in 23 CFR Part 650 Subpart C by having one of the following required combinations of training and experience: (1) Professional Engineer registration and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or (2) Have a minimum of ten (10) years experience in bridge inspection assignments in a responsible capacity and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course. Substitution A minimum of ten (10) years experience in either of the next two lower Bridge Inspector titles, in addition to successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course, may be substituted for the Bachelor’s Degree and Professional Engineer registration. Special Requirements Must be able to successfully complete all federal and state training required to meet federal NBIS regulations and safety standards. Based on assignment, a current and valid Massachusetts Class D Motor Vehicle Operator’s license is required. Based on assignment, SCUBA certification from a recognized educational program may be required.
