Job Summary

AECOM has excellent career opportunities for a creative, highly talented and experienced Design Manager (DM) for anticipated USAID projects in multiple locations in the Middle East. Position will report to AECOM’s East Region-Water Business Line out of Chelmsford, MA, USA

The DM will be responsible for direct oversight of the A/E design effort, including all technical details of the work called for by the contract, and heading the local technical reviews team throughout the Task Order duration. In this position s/he will assist with the development of task order proposals; will be responsible for tracking and controlling task budgets, monitoring activity schedules, and implementing product quality standards. The DM will be responsible for the management of technical activities related to the development of studies and designs for complex water and wastewater projects. The DM will report to the AECOM’s Chief of Party (COP).

The DM will manage an engineering services team, supported by other specialized staff, to provide the technical capacity to carry out engineering assessments, studies, designs, preparation of tender documents, and provide technical support during tendering and construction management in the water, wastewater, and environment sectors. The project will include multiple water and wastewater tasks, each planned to achieve specific objectives as detailed in USAID’s Scope of Work.

Responsibilities of this position include, but are not limited to:

  • Assisting with the development of work activity scopes of work;

  • Preparing and managing project schedules;

  • Managing multi-disciplinary design teams of engineers, technical staff, and scientists to complete the work activities assigned by USAID;

  • Establishing design standards for projects, coordinated with associated infrastructure project designs to provide an integrated design approach and consistent quality of tender documents;

  • Preparing feasibility studies, environmental impact assessments and Basic Design Reports;

  • Overseeing special studies such as geologic and hydrological studies, groundwater modeling, hydraulic modeling of new and existing networks, and water quality analyses;

  • Coordinating activities of energy specialists to investigate different options to reduce operation costs, including the use of non-traditional energy sources;

  • Overseeing the preparation of detailed designs, specifications and tender documents to fulfill the defined scope of work, and for identified immediate needs and/or short-term needs;

  • Managing in-country design teams and coordinating with US-based AECOM design teams

  • Leading design review meetings, recording and preparing meeting minutes, and tracking action items;

  • Managing the development of project deliverables with the design team;

  • Coordinating with in-country governmental agencies regarding government regulations, specifications, and design and construction standards;

  • Coordinating with in-country government agencies for design review and approvals;

  • Providing pre-construction contract assistance, responding to RFIs and preparing Addenda as necessary;

  • Providing technical support to local construction management teams and US-based CM support teams during tendering and construction of projects;

  • Providing assistance and training to local staff, or local agencies and utilities as required through adapting the best international standards in conducting operation and maintenance in the water sector.

Minimum Requirements

  • Bachelor's degree in Engineering, Construction Management, or related degree;

  • 8 plus years of professional experience in the water and wastewater infrastructure design;

  • 5 years at a level of engineering manager for large projects with multiple tasks or contracts, including feasibility studies and designs of water and wastewater projects;

  • Experience in developing and managing the preparation of design reports, drawings, specifications, and construction management manuals;

  • Experience in managing engineering subcontractors;

  • Experience in services during construction, including answering RFI’s, preparing addenda, and reviewing submittals;

  • Professional Engineer (PE) license, Certified Construction Manager (CCM), Project Management Professional (PMP), or related licensure/registration;

  • Ability to work and live internationally to support project;

  • Ability to pass all necessary screening requirements, including successful background check, substance abuse test, and medical clearance.

Preferred Qualifications

  • 10 plus years of professional experience in the water and wastewater infrastructure design;

  • Previous experience working internationally to support U.S. government agency projects;

  • Must be a highly motivated self-starter with solid writing and verbal communication skills;

  • Demonstrated high level organizational, communication, leadership, problem solving, and time management skills;

  • Proficient in MS Suite, SharePoint (or similar collaboration tools) and remote communications applications such as Teams, Zoom, etc.;

  • Experience managing design projects in AutoCAD, BIM, or similar design software;

  • Previous experience living and working in the Middle East;

  • Previous experience working internationally to support U.S. government agency projects;

  • Familiarity with USAID procedures and protocols, reporting and organizational structure.
