State of Massachusetts Business Operations Lead in Canton, Massachusetts

Pappas Rehabilitation Hospital for Children (PRHC), operated by the Massachusetts Department of Public Health (DPH), is seeking a dynamic and engaging professional to serve as the Business Operations Lead. The selected candidate will be responsible for programming and support of human resource related transactions and support, IT functions and special projects. The Business Operations Lead will conduct ongoing operational assessments of processes/procedures and make recommendations to the Office of the CEO/COO for increasing efficiency and effectiveness. In this capacity, the incumbent will serve a critical function in ensuring program oversight, continuity of operations, and optimization of processes and sustainability of the organization. This position also serves as part of the administrative team reporting to the CEO/COO serving as project lead on key initiatives and providing backup and support for day-to-day activities. The incumbent will also support the senior management team for scheduling, meeting planning and coordination, and administrative tasks. Work schedule: 37.50 hours week, days off Sunday & Saturday . May participapte in Administrator On Call rotation and may require working outside of scheduled hours. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ /Human Resources and Personnel Support/ * Review and analyze hiring data and operational procedures provided by central HR to assure efficiency, accuracy, and best practice as it relates to the classification and hiring of employees. * Provide support to hiring managers in utilizing applicant tracking system (ATS) and processing all paperwork for HR transactions. * Confer with senior staff to prospectively identify staffing problems and needs, and recommend changes in hospital operations in response to program objectives. * Assist with onboarding and off-boarding processes in coordination with department administrative assistant, security, facilities, and central HR staff. * Develop and maintain effective and cooperative working relationships with other HR staff to share best practices and promote high professional standards. * Partner with HR and Talent Acquisition to determine staffing needs and outreach for recruitment of staff. /Information Technology Support/ * Support deployment of IT system enhancements and improvements, special IT projects that support the mission and work of hospital; maintain information for the hospital’s website. * Reinforce relationships throughout the hospital campus, DPH, and central IT serving as the PRHC expert in IT procurement and contracting. * Serve on IT workgroups across bureaus as the hospital’s representative; serve as subject matter expert for IT implementation and system enhance projects. * Track, analyze, and report equipment and devices for hospital; provide necessary recommendations through formal proposals and business case analysis based on trends and instructor standards. /Contract Coordination, Special Projects, and Optimization/ * Develop and maintain detailed and user-friendly Standard Operating Procedures (SOP) and other daily operations resources; support the Office of the CEO/COO in developing internal controls to ensure compliance. * Conduct operational assessments; review, recommend and document approved strategies to improve office procedures or policies. * Recommend and document all operational procedures and internal controls with specified service level agreements. * Draft annual plan/schedule to review, update and improve all program SOPs and other user resources. * Collaborate with the Performance Improvement Committee on recommendations of internal quality improvement review processes in consultation with leadership team. /_Required Qualifications:_/ * Demonstrated knowledge of HR principles and practices of management science including problem solving, decision making, organizational behavior and organizational structure. * Awareness of work simplification methods. * Familiarity of data collection and analysis, statistical methods, and techniques including sampling. /_Preferred Qualifications_:/ * Demonstrated knowledge of public sector human resource systems. * Solution-oriented with the ability to independently monitor multiple work streams simultaneously. * Highly motivated, technology savvy, detail-oriented and a problem solver. * Skilled in working collaboratively with colleagues and providing exceptional user support. * Capacity to handle multiple tasks and priorities, and have excellent time management and organizational skills to meet deadlines. * Excellent interpersonal and oral communication skills with the ability to collaborate with various workgroups. * Strong analytic skills based on experience and/or education in the field of human resources. * Ability to handle confidential information with an understanding of diversity and the importance of fostering an open and respectful work environment. * Thoroughness, independence, and excellent written and oral communication skills. * Proficient with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, and Visio; Experience with Taleo or other Applicant Tracking Systems (ATS) a plus. /_About Pappas Rehabilitation Hospital for Children (PRHC):_/ Pappas Rehabilitation Hospital for Children (PRHC) located in Canton, MA is a Joint Commission Accredited, 90 bed pediatric hospital predominately serving children and young adults (ages 8–22) operated by the Massachusetts Department of Public Health.
