  • Demonstrated experience with/knowledge of current policy issues related to emerging technologies, research and development of new technologies, and international affairs

Additional Qualifications and Skills:

  • Exceptional writing skills and a demonstrated ability to execute initiatives with minimal supervision

  • Experience working at senior levels in the tech sector, defense, higher education leadership, or policy roles related to scientific research in the United States or internationally.

  • Experience as a team leader and collaborative colleague who is highly motivated, proactive, and possesses strong organizational and supervisory skills.

  • Prior experience working with high-profile individuals and organizations is a plus.

  • A developed profile as a national or international leader in issues related to technology, policy, and international affairs

This position is a fully benefits-eligible term appointment ending two years from date of hire, with strong possibility of renewal/extension.

Salary Range: $117,600 - $209,400

Note: Starting salaries typically fall in the lower half of the salary range; however, they are ultimately determined by the scope of the position, the candidate’s relevant experience, and internal equity.

  • Strategy and Thought Leadership:

  • In collaboration with the Belfer Center Director and faculty serving as principal investigators of the program, develop and manage the creation and execution of a strategic plan for the program.

  • Conceive, direct, and participate in high-impact research and policy outreach efforts.

  • Substantively contribute to the Program’s policy-relevant work through conducting and publishing research, under the supervision of the Principal Investigator.

  • Chair and organize high-level convenings, workshops, and conferences in Cambridge and elsewhere.

  • Identify and develop funding opportunities for the Program

  • Conceptualization and leadership of core research activities and events; these may include but are not limited to:

  • Mentorship and Management:

  • Promote and lead the “Technolgy and Geopolitics” fellowship program, including overseeing recruitment and selection of research fellows, participating in mentoring, and building a profile to ensure that the program attracts the most outstanding scholars from around the world conducting research at the intersection of science and international affairs.

  • Advise and direct senior fellows, research fellows, and visiting scholars associated with the program on Emerging Technology, Scientific Advancement & Global Policy and manage the overall research agenda.

  • Work with senior faculty to conceptualize and oversee the implementation of interdisciplinary research grants intended to fuel innovative research by wide-ranging teams across Harvard on issues at the intersection of technological advances and international affairs.

  • Supervise staff; to be determined based on the growth of the program

  • Mentor and supervise a portfolio of student research assistants working on a range of topics to support the program’s research areas

  • Other Tasks:

  • Act as a senior figure building links between the Program and other parts of the Belfer Center, Harvard Kennedy School, Harvard University, the Cambridge community, and beyond.

  • Oversee the preparation of funding/grant proposals, ensuring that all sponsor guidelines are met and compliance requirements are followed; oversee monitoring of grants and preparation of reports to comply with reporting requirements for sponsored research grants and awards.

  • Oversee the program’s budgets and expenses

  • Working closely with the Center’s Communications team, represent the program nationally and internationally, including via written work and appearances in media, conferences, and other forums. Spearhead the dissemination of the program’s outputs and serve as a leading voice to build awareness of the Center’s contributions to scholarship and public debate in this field.

BCSIA was ranked the world’s #1 university-affiliated think tank for six consecutive years by the University of Pennsylvania’s Think Tanks and Civil Societies Program, until the ranking program ended in 2021

As BCSIA celebrates 50 years of impactful research and policy analysis at the nexus of science and international affairs, we are launching a major new program on Emerging Technology, Scientific Advancement & Global Policy. Artificial intelligence, microchips and supply chains, cybersecurity, online privacy—the list of technological issues with clear geopolitical implications is vast. Indeed, technologies with new characteristics are emerging in many fields and quickly becoming tools of national security and domains of both cooperation and competition in foreign policy. The program will aim to offer critical contributions to policy debates that seek to maximize the benefits and minimize the risks of technological change; it will also devote time and resources to training young leaders who will need to grapple with these issues in their careers. It will assemble experts from diverse backgrounds – academic, practitioner, public sector, and private sector

A core objective of this program will be to address the strategically consequential talent gap of those who are “bilingual” in the worlds of both policy and tech. It will explore what capabilities are necessary in government, academia, and the private sector to best grapple with questions at the intersection of technology and national security in the decades to come.

The Belfer Center has an immediate opening for a Director of the program on Emerging Technology, Scientific Advancement & Global Policy to work with Center leadership and faculty to develop and run this new research and training program. The ideal candidate will bring experience in emerging technologies from any of the following perspectives: building new technologies, steering and overseeing innovation or research, designing or evaluating regulatory or other policy measures, and participating in the national and international debate over the role of science and technology in academia, government, business, and society. In addition to the programmatic and research responsibilities of this role, the selected candidate will advise the Center’s leadership on specific areas where the program on Emerging Technology, Scientific Advancement & Global Policy —and academia more broadly—can best contribute to research, public debate, and training.

The Director will build out this new program, including conceptualizing and organizing core research activities and events, and helping to identify potential funding sources. In particular, the Director will lead the Center’s effort to convene leaders who are conversant in both technology and science, on the one hand, and global policy on the other, to shape debate, develop innovative approaches, and mentor students and fellows. We are seeking a candidate who can integrate seamlessly with the BCSIA community and collaborate with colleagues across HKS, the University, governments, and the private sector. The Director will coordinate with a variety of stakeholders including students, senior university administrators, faculty, donors, and prominent individuals and organizations. The Director must have a proven track record of proactive problem-solving, multitasking, and engagement across academia and the policy sphere; and must possess excellent oral and written communication and interpersonal skills. This role requires maturity, tact, and diplomacy in all interactions; good judgement is essential to this role.
