Office of the Secretary of Transportation Community Planner in Cambridge, Massachusetts

Summary The Volpe Center is seeking Community Planners to develop, plan, implement, and evaluate plans, guidance, tools, strategies, policies, and programs related to transportation planning, environmental stewardship, realty and transportation research. As part of our team, you will help extend, expand or modify technical theories and concepts, while resolving unique or novel problems in creative and collaborative ways. Responsibilities The Community Planner: Apply a wide professional knowledge of skills including transportation planning, environmental analysis, public policy analysis, public involvement processes, strategic planning, and facilitation. Integrate these skills to address complex planning and policy trends and issues. Utilize creativity and innovation to accomplish assignments, utilizing technical skills and expertise to addresses complex trends and issues. Assignments require sophisticated techniques and principles to resolve complex problems involving technical, economic, social and political elements. Be responsible for planning and implementing guidance, tools, strategies and programs to improve transportation planning and decision making. Be responsible for independently developing problem statements and technical approaches, preparing schedules, conducting the work, monitoring progress and budget adherence, ensuring technical validity of products, and submitting products to sponsors. Play a leadership role in meeting programmatic as well as technical requirements of the project or task for which the employee is responsible. Deal directly with customers in scoping the work, determining the technical approach, budget and schedule. Work with the customer to assess if the work is meeting program needs effectively and efficiently. Peers and management acknowledge the employee as the individual accountable for meeting the cost, schedule and performance objectives of projects and for complying with all Volpe project management standards. Represent the Volpe Center in meetings and negotiations with officials and a wide range of stakeholder groups and individuals whose decisions have important implications to achieving transportation goals. Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the specialized experience requirements.To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience researching, analyzing, interpreting and evaluating plans that address activities of transportation planning, strategic planning, environmental analysis and public policy analysis. Experience independently defining needs and work to be accomplished (such as developing statements of work, preparing schedules and costs) and determining the technical approach, budget, and schedule of projects. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of transportation systems and established transportation planning techniques in order to conduct studies and address the relationships between transportation, community development, and economic development. Ability to apply knowledge of transportation planning and facilitate and integrate skills to address complex planning and policy trends and issues. Ability to identify, analyze, develop, and evaluate techniques and strategies for improving transportation project delivery, planning, and decision-making. Ability to manage projects and/or segments of projects including the planning, scheduling, quality assurance, monitoring progress, and communicating with project manager to effectively resolve problems that arise. Ability to build effective relations with individuals and groups across the organization, inside and outside the agency; ability to make clear and convincing oral presentations and to write in a clear, concise, organized, and convincing manner for intended audience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. or Combination of education and experience:courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
