The Opportunity
Abt Associates seeks a qualified Associate to join its U.S. Domestic Division in providing regulatory support for environmental programs with the U.S. Environmental Protection Agency and other government clients. The candidate will support an interdisciplinary team conducting research in support of national-level programs focused on environmental protection, worker safety, and other areas of important national interest.
Core Responsibilities
Work with Federal Agencies, particularly the US Environmental Protection Agency (EPA), in developing supporting documents for regulatory actions and generally supporting the regulatory process
Providing lifecycle support for regulatory development processes, including public comment support, technical support, document development, option selection, and finalization
Collaborate with Abt technical staff and program managers to support projects with the U.S. Environmental Protection Agency and other federal and state agencies
Support the development and implementation of tools and resources applied to economic and regulatory analyses, including cost models
Manage projects, including budget management, staffing coordination, and client engagement
What We Value
Associate: Master’s Degree + Seven years of relevant experience, or PhD + Four years of experience
Senior Associate: Master’s Degree + Thirteen years of relevant experience, or PhD + Eight years of experience
Required: experience supporting federal regulatory development efforts, either as a consultant or federal government employee
Required: background in environmental policy, economics, or regulatory policy
Preferred: experience in developing regulations related to environmental issues such as air or water pollution, toxic substances, oil or hazardous substance spill mitigation and clean up, or greenhouse gas emissions. Experience in environmental agencies like EPA, Department of Interior, Department of Energy, Department of Agriculture, and Department of Transportation, or NOAA/Department of Commerce is desirable
Familiarity with U.S. Environmental Protection Agency regulations and statutory authorities (e.g., the Toxic Substances Control Act), regulatory development processes, and key policies (including the Administrative Procedure Act)
Ability to work in team settings by communicating clearly, meeting deadlines, and exercising initiative to resolve complex challenges. Candidate must be able to work independently, completing complex tasks under indirect supervision where there is latitude for independent action and decision-making
Strong attention to detail and quality
Excellent oral communication, writing, and analytical skills are essential
Experience managing projects for government clients

This position offers an anticipated annual base salary range of approximately $91,408.75 to $168,192.11 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
