The Senior Technical Project Manager (STPM) is responsible for providing technical project planning, management and oversight for key initiatives and implementation projects, ensuring first that these initiatives and projects are closely aligned with strategic priorities, and second, that these initiatives and projects are completed on-time, within scope and budget and with an extremely high quality of deliverables. The STPM will ensure the optimum mix of cost, schedule, performance, and system supportability throughout the life cycle of each program and will analyze alternative problem solutions and present a case for the recommended solutions with a detailed analysis of risks and return on investment.

The STPM leads and manages project and program initiatives. The STPM acts as a project management technical lead and business analysis subject matter expert and is responsible for working with GBUCS and GBU functional areas to deliver technical solutions.

The STPM manages all phases of service delivery including: analysis and design, configuration and build, testing and training, and deployment of solutions and will be accountable for all aspects of project management including all project resources (including partners/subcontractors), project planning, scheduling, risk management, scope management, internal and external communications, status reporting, and resource management (internal and partners).

  • Manage projects with top-down oversight throughout entire execution to ensure success as defined by adherence to standards of scope, budget, and timeline.

  • Develop comprehensive project plans that merge customer requirements with company goals and coordinate various managers and technical personnel during all project phases, from initial development through implementation.

  • Monitor project progress continuously and make detailed scheduled reports on measurable items, such as milestones and deliverables.

  • Communicate proactively with all involved personnel to provide encouragement, identify problems, create solutions, and implement efficiency improvements.

  • Analyze economics of project plans and provide actionable feedback relating to cost benefit and return-on-investment standards.

  • Review proposed modifications on project plans, including meeting with interested parties to approve and implement beneficial changes.

  • Oversee acquisition of resources and materials as needed before and during projects by talking with customers, team members, managers, and in-house accountants and negotiating price and payment agreements with vendors.

  • Work independently and with the team to develop a cross-functional development plan from current stage through project/program completion.

  • Manage the execution of deliverables, both short and long-term, via clearly defined milestones, and timelines. Minimize timeline deviations by clearly identifying program risks and communication of strategies.

  • Proactively communicate key issues and any other critical topics in a timely manner to the appropriate management level and/or to any other relevant project team member(s).

  • Facilitate regular project team meetings, issue written minutes, and follow up on action items.

  • Maintain overall project dashboard, schedule, budget, project plans, operational plans, and routine reports to sponsors and stakeholders.

  • Utilize JIRA and CONFLUENCE to track project dashboard, schedule, budget, project plans, operational plans, and routine reports

  • Evaluates complex situations using multiple sources of information filters, validates and interprets dynamic material

  • Manages and appropriately escalates: delivery impediments, risks, issues, and changes associated to the product development initiatives

  • Ability to lead and motivate cross-functional teams and interact with all levels

  • Assigns and monitor work of technical personnel, ensuring that project steps are in alignment with business objectives, on-time and within budget

  • Creates a method of project/program change management including ownership of a documentation, communication plans, process training, etc.

  • Defines project scope, deliverables, roles and responsibilities in collaboration with stakeholders and business partners

  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group; developers, product owners, and subject matter experts

  • Identifies, clarifies and communicates project vision, goals and objectives and how these tie into, support or impedes organizational strategic objectives

  • Manage scope throughout the project duration. Maintains accurate program estimates, timelines, project plans, status reports in JIRA and/or CONFLUENCE

Detailed Description and Job Requirements

Coordinates all aspects of internal information system-specific projects from initiation to delivery. Projects often involve network, server, or software implementation and upgrades, PC deployment and the like.

Coordinates work performed by IT staff and internal customers/partners by defining project specifications, performing feasibility and needs/impact assessments. Develops detailed project plans and manages all implementation processes including resource allocation, progress tracking, monitoring change control process, testing, documentation, training and on-time delivery within budget constraints.

Work is non-routine and very complex, involving the application of advanced technical/business skills in area of specialization. Leading contributor individually and as a team member, providing direction and mentoring to others. BS or MS degree or equivalent experience relevant to functional area. Typically seven years of project management, product design or related experience needed.
