State of Massachusetts Senior Strategy Manager in Boston, Massachusetts

The Project Management and Strategy Office has been established to design, implement and improve ways of working in the organization that ensure new work within EEC is completed with the big picture in mind. The Senior Strategy Manager is a key agency leader focused on spearheading transformative organizational changes. Tasked with optimizing the agency's implementation of its strategic objectives, the Senior Strategy Manager will play a lead role in ensuring the seamless execution of key initiatives and enhancing the delivery of core services. Reporting directly to the Director of Project Management and Strategy, the Senior Strategy Manager will serve as a catalyst for positive change, partnering closely with department executives to define priorities and develop a plan for implementation, then working with the rest of the Project Management and Strategy Unit to execute upon that plan. This involves identifying, scoping, and prioritizing service enhancements, fostering engagement across multiple agency units, and managing complex projects through successful implementation. The Senior Strategy Manager must demonstrate strategic thinking, excellent collaboration skills, and the ability to navigate complex organizational landscapes. This role is integral to the Department's mission of providing high-quality services to stakeholders, and the Senior Strategy Manager is instrumental in shaping the future of how the Department operates and serves its constituents. Key Responsibilities: • Lead the identification and prioritization of enhancements to improve service delivery within the agency's core services and key initiatives. • Act as the primary liaison for the Project Management and Strategy Unit, fostering collaboration with functional leads in business, operations, and change enablement units. • Provide direct project support, ensuring the successful execution of high-priority initiatives. • Champion the implementation of changes in processes within the Department and provide updates to internal and external stakeholders including the Board of Early Education and Care, driving a culture of continuous improvement. Strategic Planning • Work with the Director of Project Management and Strategy to develop and lead new organizational systems and frameworks to facilitate the department’s strategic planning and prioritization. • Collaborate with senior executives and department heads to shape and refine the organization's strategic direction, for example developing the 2025-30 Strategic Action Plan. • Execute strategic planning initiatives, translating high-level goals into actionable plans for implementation. • Support senior leaders with policy decision-making and development, including the development of strategic procurements to implement policy objectives. • Support executive leadership with resource allocation decisions to ensure department priorities are staffed appropriately. Project Portfolio Management • Establish cross-functional project teams, fostering a culture of innovation and continuous improvement. • Oversee a portfolio of high priority projects to enhance organizational effectiveness, optimize processes, and improve the constituent experience. • Lead project teams comprised largely of department executives, “managing up” to ensure critical deliverables are completed on schedule. • Implement performance metrics and analytics to measure and track organizational success. Change Management • Oversee enterprise-wide change management initiatives, ensuring smooth implementation of strategic plans and service transformations. • Act as a strategic advisor to senior leadership on change management best practices Other Duties as Assigned * Preferred Qualifications: • Strong interest in addressing complex challenges in public-sector service design and a commitment to driving transformative organizational change. • 5-7 years of professional experience in a related field (e.g. management consulting, strategy consulting, operations management, program management, service design, organizational change management). • Demonstrated experience developing and articulating a strategic vision, translating it into actionable steps, and achieving measurable results. • Extensive experience managing projects with diverse sets of stakeholders and delivering impactful results within complex / matrix organizations. • Strong analytical and problem-solving skills with the ability to define measurable criteria for monitoring progress toward strategic objectives. • Previous experience leading high-level project teams comprised of executive-level contributors. • Outstanding communication skills demonstrated at all organizational levels, including the ability to effectively convey complex ideas to a range of audiences. • Strong personnel management, vendor management and business relationship management experience aligning scope, timelines, budgets, and team efforts towards high impact solutions. • Previous Public Sector experience, especially in state government agencies involved in education and human services. • Familiarity with (or willingness to learn) agile development methodologies. • Versed in IT transformation assessments and implementations. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
