State of Massachusetts Regional Planner IV in Boston, Massachusetts

Regional Planner IV – BAW, Boston MassDEP's mission is to protect and enhance the Commonwealth's natural resources - air, water, and land - to provide for the health, safety, and welfare of all people, and to ensure a clean and safe environment for future generations. MassDEP seeks applicants for the position of Regional Planner IV in the Bureau of Air and Waste. Under the supervision of the Branch Chief for Municipal Waste Reduction, the Regional Planner IV oversees MassDEP’s Municipal Assistance Coordinators (MACs), who work for MassDEP through contracts with host municipalities/regional groups. This includes maintaining and updating Host Entity Contracts, hiring and onboarding as needed, and reviewing the work of these positions. The RPIV also provides guidance to municipal officials on recycling and solid waste contracting and other recycling markets issues and helps connect municipal officials with reuse and recycling market opportunities. The RP IV also will be responsible for supervising an Environmental Analyst III, as well as outside contractors where necessary. Specific duties of this position include, but are not limited to: ¡ Supervise 7 Municipal Assistance Coordinators ¡ Develop and provide guidance to municipal officials on contracts and services for reuse, recycling, composting, and household hazardous waste management, including collection, processing, and receiving facilities ¡ Develop and provide guidance to municipal officials on contracts and services for collection and disposal of solid waste ¡ Supervise a Regional Planner III providing support to municipalities in reuse and recycling market and procurement issues ¡ Maintain information on program webpage and conduct outreach ¡ Assist with related grant programs ¡ Oversee consultant projects as needed ¡ Support other municipal and residential waste reduction programs as part of MassDEP’s Solid Waste Master Plan ¡ Conduct outreach and provide guidance to municipal officials Preferred Work Experience: · Ability to supervise, including planning and assigning work, conducting work evaluations, and motivating subordinates to work effectively. · Demonstrated ability to manage projects and coordinate teams. · Working knowledge of the recycling/solid waste management field · Ability to write, speak and communicate effectively, especially in public speaking situations · Ability to understand, explain and apply the laws, rules, regulations, policies and procedures governing the Division, Bureau and Department. · Knowledge of local government and ability to work with municipal officials to implement environmental initiatives and grants. · Understanding of public budgeting, grant administration and contracting. · Proficiency in MS Word, MS Excel, MS Outlook, and MS Access is required. * Ability to take initiative and work independently while also interacting effectively in a team environment. * Experience in working collaboratively with diverse stakeholders. * Experience managing large data sets and conducted complex analyses. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least five years of full-time, or equivalent part-time, technical or professional experience in urban or regional planning, environmental planning, transportation planning, or land use planning, and (B) at least three years must have been in a professional capacity, and of which (C) at least one years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the following substitutions. Substitutions: I. A Bachelor’s degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for 2 years of the required (A) experience.* II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for 3 years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience. Substitutions will only be permitted for a maximum of one year with the required (B) No substitution will be permitted for the required (C) experience.
