State of Massachusetts Program Coordinator III - Business Manager, Division of Policy, Public Affairs & Communications in Boston, Massachusetts

About the Department of Conservation and Recreation: The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways. The Department of Conservation and Recreation seeks qualified applicants for the position of Business Management Coordinator (Program Coordinator III) for the Division of Policy, Public Affairs & Communications. The position is responsible for the management of the financial and procurement needs for the Division. DUTIES: -Responsible for the development of Division of Policy, Public Affairs and Administration (PPA) budget and spending plan in consultation and collaboration with individual managers. Including budget review and coordinating operating, trust and capital allocations to meet agency needs and service expectations. -Prepares and receives bids for services or products for the Deputy Commissioner’s office and managers within the PPA team (External Affairs, Visitor Services, Special Events, Communications, Community Engagement, IT liaison, Partnerships, Community Affairs, Legislative Affairs and Long Term Permits & Leases). Primary point of contact for all spending out of the Special Events Trust. -Coordinates the cost analysis for the Deputy Commissioner for all funding sources annually. -Coordinates seasonal personnel roster development and works closely with Commissioner’s office and HR. -Provides regular reporters to the Deputy Commissioner regarding operational and capital spending as well as revenue received and identifies potential issues for response and mitigation. -Responsible for preparing all necessary documents for finance and encumbering and trackingspending from operating, capital or trust accounts as directed by the Deputy Commissioner in consultation with administration and finance. -Provides regular updates to division directors related to budget, spending and human resources. -Monitors expense budgets in MMARS to make certain cost centers are in compliance and approved spending limits are followed; coordinates with BMS and recommends transfers between object classes to maximize efficacy of spending within approved plans. -Overesees the preparation and execution of RFRs for Deputy Commissioner’s office. -Coordinate regularly with the contract administration team to identify expiring contracts that need to be renewed. Prepare financial analysis where appropriate. -Prepares encumbrances and payments and works with Revenue on reconciliation of any charges or questions. -Provides guidance and responses to inquiries from staff and vendors. -Provides and verifies financial data for inclusion in divisional reports. -Performs other related duties as required. QUALIFICATIONS REQUIRED AT HIRE -Knowledge of and familiarity with working with MMARS and MassCareers. -Knowledge of databases including data entry, building and executing queries. -Knowledge of computer relates skills: Microsoft Excel, Microsoft Word, Microsoft Access. -Ability to work in a multi-faceted, fast paced team environment. -Ability to be a self-starter, working with minimal supervision. -Ability to read and interpret documents such as financial reports, accounts, ledgers and contracts. -Ability to determine the applicability of data, to draw conclusions and make appropriate recommendations. -Ability to gather information through questioning individuals and by examining records and documents. -Ability to determine proper format and procedures for assembling items of information. -Ability to maintain accurate records. -Ability to prepare various reports. -Ability to communicate effectively in written and oral expression. -Ability to deal tactfully with others. -Ability to establish and maintain harmonious working relationships with others. -Ability to exercise sound judgment. -Ability to exercise discretion in handling confidential information. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.* III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
