TheMassachusetts Department of Environmental Protection (MassDEP)is the state agency responsible for ensuring clean air and water, the safe management of toxics and chemical hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. MassDEP seeks applicants for the position of Program Coordinator II (PC II) within theBureau of Waste Site Cleanup (BWSC), Division of Technical and Financial Support Services (TFS Division). The position is full-time and is based in the Boston Office located at One Winter Street, Boston, MA 02108. The workplace is in the process of moving to One Cambridge Street in Boston in mid to late November 2022 and MassDEP is transitioning to a hybrid work model that includes a combination of working in the office and remotely. The position will report to the TFS Division’s Financial Supervisor (PC III) and the type of person we are seeking is one who is reliable, detailed oriented, tech-savvy, and has a willingness to learn, ask questions when in doubt, and be one to become a valuable, contributing member of our team. This person should also have strong communicative skills and be able to work with others in a collaborative team environment. The person filling this position will perform and coordinate several administration tasks that are critical to the Bureau’s ability to meet the Commonwealth’s requirements for financial payments, tracking, and monitoring of spending within various BWSC programs. These programs include but are not limited to five Master Services Agreement contracts that maintain a pool of contractors used to support MassDEP’s efforts; our revenue sources from federal grants from EPA and DOD; public utilities used to run our Operation and Maintenance remedial systems used to clean up contaminated groundwater at sites; and overall financial tracking and reporting of the Bureaus’ Boston operational budgets. All these tasks are very important in supporting MassDEP’s mission to protect and enhance our environment and provide a safe environment for future generations, and the person in this position will play a key role in being part of the team helping to accomplish that mission. This person will have or shall learn on-the-job skills necessary to effectively use the Commonwealth’s “Massachusetts Management Accounting and Reporting System”(MMARS) and the Commonwealth’s purchasing system,COMMBUYS, to support the financial requirements of BWSC and MassDEP, and will attend all relevant meetings, conferences and training sessions offered by the Comptroller, OSD, and other sources to maintain up-to-date knowledge, skills and credentials since these online functions and state rules and guidelines change over time. The focus of the position will be to provide support the other TFS Division Financial group staff in the following areas, although all not at once, as directed by the TFS Division Financial Supervisor: * Invoice and bill administration coordination and direct input into the MMARS online system: support the current accounts payable function to organize, process and pay contractor and vendor invoices from Contractors and vendors that support the Bureau’s emergency response, site assessment and immediate response action activities, as well as other environmental services that support BWSC and BAW (solid waste) all of which supports MassDEP’s mission to protect human health and the environment. * The Bureau’s federal grant programs coordination and compliance support: support for the BWSC Grant Coordinators for numerous financial and other program functions within the TFS Division critical to assuring that the Grant programs are being administered financially compliant to assure successful accomplishment of the BWSC’s grant programs. * The Bureau’s Emergency Response equipment and supply acquisition and payment for maintenance: provide the last step in acquiring the equipment and supplies for ER and for MCP Site operation and maintenance (O&M) and track the progress for the orders and work with the Regional ER Section Chiefs and the MCP O&M treatment facilities to assure delivery when needed. * The Bureau’s financial status tracking in real time: support the Division’s tracking and monitoring for the BWSC fiscal year projections and for spending against quarterly budgets that are required by the Administrative Services unit in MassDEP for their reports to the Comptroller and Secretariat. * Backup support for entering bills and invoices into the MMARS System for Payment: assistance in entering bills and invoices into the MMARS financial system and to provide backup and direct assistance needed to enter purchases in the COMMBUYS system. * High proficiency in MMARS and COMMBUYS systems: acceptance to learn and keep up training with the Commonwealth’s online systems of MMARS and COMMBUYS as well as BWSC specific computer systems that support and backup other Boston BWSC, TFS Division financial tasks such as invoice processing, preparation of encumbrances and other financial support specific to BWSC. * Perform any other task within the PC II requirements as assigned by the TFS Division, BWSC, Financial Supervisor. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III.
