State of Massachusetts Operating Budget Director in Boston, Massachusetts

The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. DCR is a dynamic agency, and is one of the largest park systems in the nation. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, golf courses, trails and parkways. The Department of Conservation and Recreation is seeking qualified candidates for the position of Operating Budget Director, Fiscal Officer VII. Salary Range: $88,741.11 to $136,870.53 The Budget Director is responsible for all aspects of the DCR budget. This includes managing all the budget and financial aspects of Operating, capital, federal and trust programs and development annual budgets, and assuring adequate authorizations are in place to manage all budgetary accounts. This function is crucial to the agency’s mission as the budget director position is a key finance position of the agency. Authorization Management- Follow legislative process between the executive branch as well as house and senate bills to assure agency needs are accounted for by providing feedback and analysis to senior management to make choices and prioritize needs. Planning and Monitoring- Work with colleagues to plan the long term budgetary needs of the Department and continuously update senior management of evolving needs of the Agency’s resources. Project Management Oversight- Provide financial information and reports to business manager specialists, project managers and supervisors on funds availability, accounts, and other key pertinent data. Recommend ways to optimize resources including PAC’s, carry forward requests and other budgetary and accounting management processes to EOEEA and A&F. Account and Program and Payment Management- Responsible for all account assignments, aligning approved budget with agency priorities, maintaining program code tables including program set ups as well as phase and activity. Responsible to setting up and maintaining the expense budget database. Responsible for assuring proper allotments are requested in a timely fashion to accommodate account cash flows. Also, working with the CFO, responsible for assuring funds are properly encumbered and payments to vendors made in a timely fashion for all of DCR appropriations. Payroll- Responsible for maintaining DCR’s funding of payroll and working with the payroll director to insure costs and assigned percentages are correctly charged. Report regularly on planned versus projected spending levels and recommend approaches to deal with overspending and under spending by fiscal year and integrating these issues into the overall funding plan. Responsible for determining payroll corrections with the Comptrollers Division to assure payroll check are received by all DCR staff. Reporting-Responsible for reporting on all aspects of DCR Spending including: encumbrance management, appropriation status, spending actual versus budgeted, year end reports, and ad hoc queries as needed. Reporting will also include working with ANF MBA program accurately reporting all aspects of DCR spending across all funding types. Reporting also on all funding balances in the MMARS system on an ongoing basis. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
