Commonwealth Care Alliance Manager, Data Science TPM in Boston, Massachusetts

The Manager, Data Science Technical Product Management (DS-TPM) at Commonwealth Care Alliance (CCA) has a deep understanding of CCA’s data assets and platforms, the data science team, the production of data/analytic products, and end-user implications of technical design. The DS-TPM is 50% technical design/implementation-focused and 50% data/analytics product-focused. The DS-TPM manages and is responsible for the peak performance of both people and products, which have a wide impact across the CCA enterprise.

The DS-TPM participates with senior leaders to generate larger data/analytic product vision and strategy. The DS-TPM independently translates that vision and strategy into a well-sequenced data/analytic product roadmap that anticipates organizational needs, optimizes “the work not done,” and improves:

  • The clinical and quality of life outcomes of CCA’s member, patients, clients

  • The delivery of care coordination, care management, direct care, and other services to CCA’s members, patients, clients.

The DS-TPM independently performs day-to-day oversight of data science products, platforms, and team. The data science team consists of data engineers (DS-DE), technical success managers (DS-TSM), and data scientists (DS-DS). The DS-TPM is not expected to be expert in all data science team roles nor in all data science products; however, the DS-TPM must independently employ resourceful leadership, relationship management, and interdisciplinary collaboration such that

  • The data science team and products operate at peak efficacy

  • The data science team implements the data science roadmap and relevant KPIs/practices that continually improve team velocity, team communication, team upskilling

  • Data science data/analytics products continually improve in ways that matter most to users

  • Strong relationships are built with other data/analytical stakeholders throughout the organization to provide transparency across analytic roadmaps and to improve our collective velocity, consistency, and quality.

The DS-TPM is a 50% effort hands-on technical role that day-to-day designs, reviews, and implements technical changes to achieve new capability on the roadmap or remediate defects. Technical changes include but are not limited to data models, information models, analytic models including ML, conducting analyses to support technical design, and presentation layers. This role continually improves and expands his/her/their technical skills and provides technical and supportive mentorship for colleagues as they upskill.

  • Participates with senior leaders to generate larger data/analytic product vision and strategy

  • Independently oversee and partner with data engineering, customer-facing roles, and analyst roles to set high-level vision and product roadmap for utility data and data engineering work; run the R&D to production process

  • Independently gather or oversee the gathering of detail product requirements from stakeholders across the organization for crucial roadmap items; evaluate technical complexity of requirements in order to appropriately prioritize work and manage expectations cross-functionally

  • Leverage technical, UX, and clinical/business expertise to guide data/analytic product and platform design-decisions across product and platform; maintain a relentless focus on value delivered, potential value delivered, and team velocity

  • Unify systems, schemas, and processes across various departments to enable more seamless cross-team collaboration and faster delivery of new products, features, and functionality

  • Discover & champion valuable new opportunities to enhance our products, platform, and overall value with the data we possess

  • Advance the data/analytics platform that drives essential clinical/business processes and is used by clinical/business users across the organization

  • Serve as a data product expert to lead planning efforts for cross-functional projects and initiatives

  • Support the need for and contribute to directed analyses that help CCA clinical and business leaders make better, data-informed decisions

  • Daily hands-on technical involvement in improving data/analytic or platform capability, investigate defects or perform analyses needed to design new data/analytic product

  • Amass clinical/business content knowledge to contribute ideas and code for analytics, feature engineering, and modeling

  • Regularly communicate value and potential value at senior leadership level and cross-functional teams

  • MS in technical field such as computer science or related data/information field or equivalent work experience

  • 6-8 years in interdisciplinary environment with technical and non-technical collaboration

  • 1-2 years assigned supervision or task/project-based supervision of technical experts' work


  • Strong relationship management skills and organizational skills to address multiple parallel work streams

  • Strong detail orientation & process mindset; ability to bring structure to high-level conversations and distill abstract concepts into discrete, actionable items, specs, and next steps

  • Strong ability to build alignment across teams and senior management through effective communication, negotiation, and influence

  • Strong ability to explain data and insights concepts to non-technical audiences

  • Strong interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff

  • Strong emotional intelligence to adapt content and delivery styles for diverse stakeholders

  • Ability to communicate professionally, concisely and effectively, both verbally and in writing

  • Capability to establish credibility and be decisive; recognize and support organizational priorities.

  • Creativity, flexibility, sound judgment, and the ability to take initiative


  • Strong technical background with a passion for breaking down challenging problems

  • Basic Linux experience

  • Intermediate to advanced SQL expertise

  • Intermediate to advanced experience with some or all of typical data science tools, e.g. python, R, pandas

  • Intermediate knowledge of machine learning, modeling, and analysis practices or methodologies

  • Intermediate experience with cloud data warehouses and cloud provider services (e.g., AWS, GCP, Azure)

  • Intermediate knowledge of ELT practices, scripting, API usage, cloud SaaS applications


  • Passion for working at a healthcare organization

  • Preference for experience with a healthcare organization and healthcare data
