Program Mission:

Government Technology Operations (GTO) is a multi-client Performance Unit (PU) providing engineering, technical services, and asset management to government agencies via small to medium size contracts. Multiple contract types are in use, including Firm Fixed Price and Cost-Plus contracts. GTO currently has more than 1,150 employees and teammates with annual revenue of approximately $200M. Today GTO supports NASA, the Environmental Protection Agency (EPA), the United States Navy and provides consultancy support to multiple customers. We have a need for an experienced, proactive Business Manager to assist contract Program Managers and GTO leadership with managing all financial aspects of operations and ensuring profitable performance and growth for the performance unit.

Job Description:

The GTO Business Manager will be responsible for the overarching business aspects of the performance unit, including: schedule performance and metrics, customer interface, reporting monthly variance analysis, quarterly approval and appropriation review, managing invoicing issues and DSO performance, assisting with establishing new contracts during transition, supporting estimating and pricing processes for IDIQ work and ensuring GTO contracts are executing per contract requirements in conjunction with Program Managers. This role will report directly to the GTO Deputy General Manager (DGM) and will be the senior business manager for GTO and all associated contracts.

Primary Responsibilities:

Key Responsibilities include but are not limited to:

  • Perform program planning & control oversight in coordination with contract personnel to develop innovative reporting tools and approaches to more effectively manage the GTO budget and improve margins.

  • Interface with customers to ensure financial CDRLs, and all other financial deliverables are timely and accurate.Develop invoices and submit to customer for timely payment.Manage baseline efforts, including fixed price contract work, and provide support for IDIQ cost estimation and invoicing.

  • Serve as liaison to the P/FOM and Technology Group Business Office to provide financial reporting and obtain business system data.

  • Report to the GTO General Manager on status of financial metrics for both individual contracts and GTO as a whole, including but not limited to: variances from estimates to actual costs, estimates to complete, profit and loss, and Days Sales Outstanding.

  • Perform monthly review of contract performance for each contract in conjunction with the General Manager and/or Deputy General Manager.Present ongoing financial status to GTO, P/FOM, AERO and CMS management.

  • Drive a high level of accuracy into program cost and schedule variance analysis.Present ongoing status to GTO, P/FOM, AERO, and CMS management.

  • Perform, review, and present monthly, quarterly, and annual, financial and risk and opportunity data and reviews to all levels of management.Candidate will be expected to provide valuable review, insight, and positions to Business Management and Program leadership above and beyond simple reporting.

  • Exhibit a high degree of flexibility on fast changing, fast growing, and high visibility program(s).Create, develop, present, and defend complex What If / Excursion analysis to all levels of management.

  • Lead interface with applicable customers, subcontractors, and auditors (internal and external) in coordination with contract leadership.

  • Interface with Program and GTO leadership to ensure risks are understood, sound financial performance is achieved, and to drive increased profitability.

  • Support proposal development through estimating strategy and business operations tools and processes. Special emphasis will be placed on negotiating IDIQ contract actions.Support the programs in new business capture, negotiations, and ensure sound business deals are achieved within established parameters.

  • Other duties as assigned, to include leading program efficiency initiatives and other special projects to improve profitability and/or compliance.

Here’s What You’ll Need:

Basic Qualifications:

  • Bachelor’s degree and 7-years of related experience; Master’s degree and 5 years of relevant experience.

  • Minimum 5 years’ experience managing all program financials and business operations on a greater than $100M program to include ETC updates, P&L, and invoicing. Experience and in-depth knowledge of Estimating Systems and common financial reporting.

  • Experience with different contract types including firm-fixed price, T&M and cost reimbursable.

  • US Government procurement and contracting knowledge.

  • Strong verbal and written communications skills with all levels of management.

  • Strong teamwork and team building skills across diverse stakeholders.

  • Willing to travel 10% to 25% of the time.

Typical salary range for this position is $83,500 - $149,700 and is commensurate with experience relative to the position. For “remote” positions, salary to be offered is geographic dependent.
