The Operational Services Division (OSD), within the Executive Office for Administration and Finance (A&F), is seeking a dynamic and seasoned professional to join us as our nextGeneral Counsel. Through strategic sourcing principles, we develop Statewide Contracts for goods and services, benefiting not only government agencies but also municipalities and other public entities. Position Overview:As the General Counsel, you'll play a pivotal role in OSD's leadership team, reporting directly to the head of the agency. Your responsibilities will encompass managing all legal affairs across various OSD programs and serve as a key advisor on business and policy initiatives across all business units. From overseeing complex contract negotiations to providing strategic legal advice, you'll have a hand in shaping the legal landscape of government operations. Key Responsibilities: * Trusted advisor to the head of OSD. * Provide legal guidance to executive and non-executive branch departments, OSD staff, and public entities on procurement, contracting, fleet operations, and more. * Draft and implement statewide policies and procedures to uphold OSD oversight authority. * Lead negotiations for agency and statewide contracts, amendments, leases, and licensing agreements. * Review and greenlight training materials to ensure they're on point with regulations. * Collaborate with stakeholders to resolve audit findings, negotiate settlements, and manage legal proceedings. Qualifications: * Juris Doctor Degree from an accredited law school, and a member in good standing with the Massachusetts Bar. * Minimum of seven years' experience practicing law, with expertise in contracting, litigation, and policy development. * Strong knowledge of state public records, open meetings, and ethics laws. * Excellent communication and interpersonal skills, with the ability to navigate complex legal issues with finesse.
