Job Description

The Export Compliance Officer will

be responsible for developing, managing and coordinating campus-wide processes to

support BC’s research enterprise and ensure that the University is compliant

with all U.S. export control laws and regulations. In a university setting

export laws and regulations present a unique challenge because they require

balancing national security concerns and legal requirements with traditional

concepts of academic freedom and international collaboration in the research

enterprise.

The Export Compliance Officer will be

responsible for managing various campus risk mitigation processes, including,

but not limited to: implementing and overseeing plans to protect

sensitive/export-controlled instruments, equipment and technologies;

identifying export-control requirements in sponsored research; supporting

international collaborations; assessing international shipping and

international travel for export compliance and licensing requirements; screening

and vetting international research agreements and visiting foreign

nationals. The Export Compliance Officer

will be directly involved in fact finding, data-entry, drafting of security

plans and reports, researching policy and regulations, providing training,

supporting decision-making, generating reports and metrics, auditing,

record-keeping, and other tasks. The Export Compliance Officer will participate

in the development of new processes which might entail building electronic

forms, establishing electronic workflows, approval checkpoints, data storage,

etc. The Export Compliance Officer will

also be responsible for developing Technology Control Plans, as needed;

obtaining export licenses, as needed; and developing a university-wide training

program to educate faculty, staff and students about export control laws and

policies.

The Export Compliance Officer will need to

have exceptional oral and written communication skills, be familiar with an

academic or research environment, and possess direct experience with export compliance.

The Export Compliance Officer will need to partner with a wide number of

stakeholders and coordinate with BC faculty and staff, including, but not

limited to: professors, research faculty, research administrators, department

administrators, legal counsel, and other compliance personnel. The Export

Compliance Officer’s level of responsibility makes this a highly important and

visible position.

The Export Compliance

Officer will report to the Director of Research Security and Export Compliance,

within the Office of the Vice Provost for Research.

Full-Time Equivalent Hiring Range: $72,600 - $90,750, salary commensurate with

relevant experience.

Requirements

At

least three to five years in an export compliance position at a research-based university,

or comparable experience, is required.

Export Compliance Professional certification

is preferred, but not required. An undergraduate

degree and/or an advanced degree (Master’s or Ph.D.) in a scientific or

engineering field is preferred, but not required. A Juris Doctor

(J.D.) is preferred, but not required.
