State of Massachusetts Environmental Engineer V in Boston, Massachusetts

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.

MassDEP seeks applicants for the position of Environmental Engineer V within the Bureau of Water Resources (BWR), Division of Municipal Services (DMS). Incumbent will be based in MassDEP’s Boston Office, and the selected candidate willperform professional environmental engineering work of substantial difficulty and importance on more complicated water wastewater projects. Incumbent is allowed considerable latitude for independent technical judgment and may substitute for the supervisor when needed to oversee staff functions.

Duties for this position include, but are not limited to, the following:

  • Completes technical and administrative review of assigned financial assistance applications in accordance with regulations, guidelines, and Bureau SOP so that clean water and drinking water SRF projects can proceed in a timely manner and receive financial assistance; and then monitor the status of assigned SRF projects so that all necessary requirements are met to ensure successful implementation and eventual closeout at project completion;

  • Reviews engineering and planning reports in accordance with current guidelines, regulations, SOP’s and standard engineering references to help assure that pollution abatement projects developed on the basis of such reports will be approvable and eligible for financial assistance;

  • Reviews plans and specifications using current guidelines, laws, regulations, SOP’s and standard engineering references to ensure that the planned work will be bid and constructed in accordance with Department requirements;

  • Communicates with outside parties (including, but not limited to, watershed associations, DEP regions, LGUs, consultants, and other state and federal agencies)through written, oral, and electronic means, so those parties affected are kept well informed of the Division’s projects, program changes, guidance, and requirements;

  • Conduct on-site interim and final SRF construction contract inspections; and prepare and file all necessary construction contract reports. Review and approve SRF Construction Contract Change Orders. Coordinate and process collection of SRF Project Closeout materials and their archiving; and

  • Manage and supervise staff as necessary when supervisors are not available.

_Preferred Qualifications at Hire_:

* * Knowledge of drinking water and wastewater collection, treatment and disposal methods

  • Knowledge of construction methods, materials and equipment

  • Experience related to design and/or construction oversight of water or wastewater treatment facilities

  • Knowledge of facility planning methodologies for water and wastewater projects

  • Ability to review and understand water and wastewater facility plans, specifications, and construction documents

  • Ability to conduct independent inspections

  • Ability to work independently and meet deadlines with minimum supervision

  • Ability to write technical documents and verbally communicate technical information

  • Ability to use a computer for word processing and project database tracking

  • Ability to manage staff to achieve maximum results with resources available

MINIMUM ENTRANCE REQUIREMENTS:Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least five years must have been in a professional capacity and (C) of which at least three years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major In civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in environmental engineering, civil engineering. civil engineering technology, sanitary engineering. mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
