State of Massachusetts Environmental Analyst III in Boston, Massachusetts

MassDEP seeks applicants for the position of Environmental Analyst III. Under the supervision of the Natural Resource Damages (NRD) Program Coordinator, this position will be responsible for providing technical assistance and other support to the NRD program. The NRD Program is a core component of work conducted for the Commonwealth by the Massachusetts Department of Environmental Protection’s Bureau of Waste Site Cleanup (BWSC). On behalf of the Secretary of Energy and Environmental Affairs, the Commonwealth’s Natural Resource Trustee, the NRD Program is responsible for pursuing NRD claims for injury to natural resources resulting from releases of oil or hazardous materials/substances to the environment and using those funds to identify, develop and implement projects to make the Commonwealth whole by restoring, replacing or acquiring the equivalent of those natural resources. Specific duties of this position include, but are not limited to: * Supporting the NRD Coordinator and Trustee Councils to conduct assessments, restoration planning, and project implementation; * Providing technical support to conduct assessments, including assembling and analyzing environmental data and information from databases and reports; * Identifying, evaluating, and prioritizing potential restoration projects through site visits and coordination with agency and non-profit partners; * Assisting with the development and implementation of grant opportunities to expend NRD funds, including conducting public meetings, scoring grant applications, and reviewing project deliverables; * Developing and compiling program and restoration performance measures for annual reporting, meetings, and presentations; * Providing technical support for the development and implementation of NRD program regulations and policies; and * Performing other duties as assigned. Preferred Work Experience: * Knowledge of Natural Resource Damages assessment, settlement, and restoration process * Experience with and interest in working with a variety of program stakeholders to identify and facilitaterestoration projects * Experience analyzing environmental data to produce summary tables, charts, and graphs•Experience Using Microsoft Office, PowerPoint, Excel, and GIS. * Experience interpreting and summarizing environmental data and reports * Experience contributing to complex projects that involve technical environmental assessments,environmental contractors, legal issues, and financial oversight * Experience working in collaboration with other agencies, programs, and/or partners * Knowledge of ecological restoration techniques and natural resource benefits * Experience with project management, including reviewing deliverables and tracking expenditures * Experience working with stakeholder groups, municipalities, advocates, citizens, and other interestedparties * Experience giving public presentations and participating in public meetings and forums * Ability to exercise discretion in handling confidential information First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
