The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, mitigation of pollutants that cause climate change, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. MassDEP seeks applicants for the position of Environmental Analyst III in the Water Management Act (WMA) Program, Division of Watershed Management, Bureau of Water Resources. This position will be based in MassDEP’s Boston Office and will report to the WMA Program Chief or their designee in Boston. The position will generally support the WMA Program through technical support and policy development, writing WMA permits and assistance to Boston WMA Program staff. The WMA Program seeks a candidate who can fulfill a variety of technical responsibilities related to review of the impacts of water withdrawals on river basin safe yield, aquatic resources, other water users, and mitigation of withdrawal impacts with a focus on developing mitigation requirements that will be responsive to the changing precipitation patterns of climate change. A preferred candidate will be a knowledgeable scientist with experience in the following: · permit writing · developing technical guidance when few precedents or guidelines are available; · the ability to analyze hydrogeologic field work and modeling (e.g. pumping tests, groundwater modeling, and groundwater monitoring results) and · the ability to interpret technical plans and results found in permit applications, monitoring reports, and scientific studies, particularly relating to stormwater management and/or wastewater system infiltration and inflow. GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES Under the direction of the WMA Program Manager or his/her designee, the EA III performs support for the MassDEP Water Management Program (M.G.L. c. 21G). The work includes: * Analysis, and interpretation of hydrologic data for water resources planning and permitting large water withdrawals; * Reviewing existing WMA permits and permit renewals, new permit and permit amendment applications including: o Reviewing the technical portions of mitigation plans for permitted water withdrawals; o Providing guidance on development and execution of mitigation plans for stormwater and/orwastewater conveyance infiltration/inflow remediation activities (I/I); o Developing permit requirements, specifically environmental monitoring conditions associated with stormwater and/or I/I activities with applicants; o Developing operational strategies for ensuring compliance with permit conditions; and o Working as an analyst to review environmental monitoring and mitigation proposals and recommend changes to technical specifications. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES 1. Review new permit applications, and 20-year permit renewal applications and supporting documentation for all regulated water use types for completeness and accuracy. 2. Prepare requests for additional permit application information as needed to complete applications, prepare draft and final permits. 3. Review registration/permit transfer documents for completeness and accuracy. 4. Participate in Appeal Hearings as necessary. 5. Assist registrants and permittees in compiling the data necessary to accurately complete the Annual Statistical Report and the Annual Report Form for non-public water supply users. 6. Identify registrants and permittees in non-compliance, follow-up with non-filersand prepare enforcement documents as necessary. 7. Coordinate with WMA Program, and other applicable DEP staff to assure the integration and coordination of data analysis with WMA and other DEP regulations. 8. Assist WMA Program and EEA agency staff develop guidance for implementing WMA regulations. 9. Assist WMA Program staff developing guidance on mitigation requirements relating to stormwater management, I/I management and other mitigation activities. 10. Assist WMA program staff reviewing mitigation proposals on stormwater, I/I and other activities submitted with permit applications. 11. Assist WMA Program Staff in tracking streamflows and drought triggered water use restriction requirements. 12. Analyze hydrogeologic field work and modeling (e.g. pumping tests, groundwater modeling, and groundwater monitoring results). 13. Interpret technical plans and results found in permit applications, monitoring reports, and scientific studies. 14. Analyze existing hydrologic data gathered from various sources to assist in water resources planning and management efforts and determine the need for more data to be gathered; and 15. Other tasks as assigned. QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities) 1. Knowledge of the principles of hydrology including hydrologic cycle, groundwater flow, gradient, contaminant migration, recharge, discharge and hydraulic properties of aquifers. 2. Knowledge of the terminology and standard abbreviations used in environmental science. 3. Knowledge of the types and uses of instruments and equipment used in measuring environmental conditions. 4. Knowledge of the principles of hydraulics applied to surface runoff, erosion and sedimentation. 5. Knowledge of mathematical computations used in solving environmental problems. 6. Knowledge of the methods of general and technical report writing. 7. Knowledge of the methods used in the preparation of charts, graphs and tables. 8. Knowledge of Geographic Information Systems (GIS) and data management experience. 9. Knowledge of the research methods and techniques used in hydrology. 10. Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence. 11. Ability to work accurately with numbers, codes and/or symbols. 12. Ability to give oral and written instructions in a precise, understandable manner. 13. Ability to understand, apply and explain the laws, rules, regulations, policies, procedures, specifications and guidelines governing assigned unit activities. 14. Ability to analyze and determine the applicability of environmental science data andhydrologic datato draw conclusions and make appropriate recommendations. 15. Ability to work independently. 16. Ability to adapt to varying work situations. QUALIFICATIONS ACQUIRED ON JOB (List knowledges, skills, abilities) 1. Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing WMA program activities. 2. Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing stormwater program activities and wastewater conveyance infiltration/inflow remediation activities. 3. Knowledge of the types and uses of agency forms. 4. Knowledge of the principles and practices of water resource planning. 5. Proficiency in reviewing WMA permits. 6. Understanding WMA permit compliance and enforcement processes and issues. 7. Understanding of the role of related rules and regulations in WMA permitting (e.g. the role of the DCR Office of Water Resources, and the MA Water Resources Commission). 8. Ability to present scientific studies to stakeholder groups. First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
