Job Description DOER’s Leading by Example(LBE)division is seeking anElectric Transportation Program Managertodeliverkeymanagement and operationalsupport forthe statewide electric vehicle incentive program, Massachusetts Offers Rebates for Electric Vehicles (MOR-EV);providecritical support for LBE fleet electrification and EV charging stationdeploymentprograms;and serve as the central electric transportation expert for the Division and Department as a whole.The Program Manager’s worksupports the Commonwealth’s clean transportation goalsandstatewide emissions reductionefforts, includingefforts to increase access to EVs inenvironmental justice communities.The Program Manager will report to the Deputy Director of the LBE Divisionandprovidesupportandexpertisetoother divisionsontransportationpolicyas needed. Responsibilities: MOR-EVProgram Managementand Oversight * Overseeprogram operations includingsupervising theexternalprogram administratorand other contractors, fielding and coordinating constituent communications,guidingdealer and community outreachand training,and tracking program expendituresandbudget * Support day-to-day MOR-EV program operations(invoicing, appeals, etc.)andreporting * Provide technical and marketexpertiseand analysisto supportevaluation ofprogram progress and performance,data analyses ofcurrent and futureprogram impacts,andpreparation ofvarious required reports * AssistLBEwithMOR-EV strategic planningincluding tracking metricsand program data, calculating cost-effectiveness, andcoordinatingwithoutreachcontractor and stakeholders * Collaborate withthe MOR-EV teamto periodically review andrecommendimprovements to promote equity, consistency, transparency, and efficiency * RepresentLBEand presentonLBE and/orMOR-EVat meetings and conferences, coordinate MOR-EVrepresentation at events, and prepare data-driven presentations and materials * Handlehigh-level inquiries and speaking for the MOR-EV ProgramInthe Director’s or Deputy Director’s absencewhen requested * Coordinate public affairsincludingappeals resolution, public records requests, constituent trackingsupport,communicationssupport, andwebsite oversight and updates * Workcloselywith theMassachusettsClean CitiesCoalition Program Directorto ensure EV outreach strategies are effective LBE Fleet Electrification ProgramSupport * Support the LBE Division in its efforts to transition the state fleet to zero emission vehicles andsubstantially reduce/eliminatestate governmenttransportationemissions * SupportLBEeffortstoassiststate agencies, campuses, and quasi-public authorities in developing plans and strategiesto moveto zero emission vehicles (ZEVs) and deploy charging infrastructure for fleet, workplace, and public access charging at state facilities * Collaborate with LBE staff andprovide technicalexpertiseand othersupport as needed * Provide technicalexpertisefor LBE grants for EV charging stations * Serve as an advisor on strategic sourcing teams for statewide procurement contracts for EVs and charging stations * Meet with stateentities (agencies, campuses, and authorities) as neededto provide guidance on accelerating EV adoption and deploying EV charging stations DOER Clean Transportation Efforts * Supportother DOER divisionsand providetechnicalexpertiseon electric transportation issues, includingstatewide EV station planning,gridimpactsofEVs andcharging station deployment,vehicle and EVSE technologies,and innovative strategies to support statewidetransportation goals * Stayup to dateon the latest informationon light-, medium-, andheavy-dutyEV markets * Serve as DOER’s lead on a variety of transportation related committees and working groupsand liaison with applicable regional and national clean transportation organizations * Research and provide technicalexpertiseon alternative transportation emissions reduction strategies for vehicles that are difficult to electrify, including alternative fuels, after-market technologies, etc. * Coordinate collaborationacrossDOERdivisions to support policy and program development * LiaisonregularlywithEEATransportation Policy AdvisortoensureDOER alignment withbroader Commonwealth transportation goals and programs PreferredQualifications: * Demonstrated knowledge and experience with clean transportation, electric and alternative fuel vehicle technologies and deployment challenges,andelectric vehicle charging issues * Basic understanding of the benefits of electric vehicles and state and/or federal programs designed to support their adoption * Ability toestablishrapport andmaintainharmonious working relations with others * Ability to adjust tonewsituations to meet emergency or changing program requirements * Ability to exercise sound judgment and discretion in handling confidential information * Ability to coordinate the efforts of others inaccomplishingassigned work objectives * Extensive knowledge of Microsoft Office tools, primarily Word, Excel, and PowerPoint * Ability to prepare charts, graphs, and tables * Results-oriented self-starter with the ability to work independently with limited direct supervision, including the ability to prioritizeand meet deadlines * Excellent written and verbal communication skills, including public speaking * Planningandanalytical skills, including the ability to prioritizeandsynthesize information * Proven project management skills to oversee, track, and report on progress and spending Additional Preferred Qualifications: * Degree inarelated field * Familiarity with Massachusetts clean energy landscape, incentives, and climate policies * Basic knowledge of financial analysis methods * Demonstrated interest in and/or experience with equity and Environmental Justice issues * Expertisewith Microsoft Excel including pivot tables and complex formulas * Experience conducting outreach and engagement with racially, culturally, and linguistically diverse groups MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate's degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. IV.
