The mission of the Human Resources Division (HRD) is to attract, develop and retain a high performing workforce in order to ensure excellence in delivery of services across the Commonwealth. Presently, HRD is leading a transformation effort to create more strategic, fluid and effective delivery of its HR services and offerings so that we can recruit top talent, develop leaders at every level, and retain and engage the talent of today and tomorrow.

The newly established Organization Development and Talent Management team has a mission to improve the strategies and systems for finding, hiring, retaining, engaging, developing and analyzing talent, both within and external to the Commonwealth. We are launching several Centers of Expertise (COEs) within the Human Resources Division, representing subject matter expertise, best practice application and thought leadership within key areas of human capital management. COEs build partnerships with and provide consultation to HR Business Partners, through input and information-sharing, to inform inclusive decision-making.

Job Description:

The Commonwealth of Massachusetts is seeking a Director of Learning and Development that can drive progressive and agile thinking on new learning strategies, approaches, technologies, modalities, and program evaluations that drive employee engagement, advancement, retention and performance.

In this critical role, reporting to the Senior Director of Talent and Culture, you will lead the Learning and Development Center of Expertise (COE) to ensure that our learning philosophy and delivery of education and development solutions meet and exceed the needs of our stakeholders, the agencies and secretariats across the Executive Branch of the Commonwealth, and the 40,000 employees of the Commonwealth’s Executive Branch.

Through this transformation, HRD will further establish its added value as an innovative business partner, known for strategic talent management and organization development in areas of workforce planning, recruitment/talent acquisition, employee engagement and retention, learning and development and people analytics.

Job Description:

You will develop a contemporary learning strategy and implementation plan for the enterprise, including a blended learning approach, oversight of learning and development program strategy, and act as subject matter expert and trend spotter to new and engaging learning and development opportunities You will also plan, direct and coordinate employee learning and development programs to develop skills and increase knowledge across the Commonwealth. You will collaborate with Secretariat HR Officers (SHROs), HR Business Partners (HRBPs), Secretariat Learning Directors, and other senior leaders to determine strategic education and delivery needs, creating and tracking success measures and program evaluations.

You will also ensure consistency in approach and practice across the enterprise for learning and development programs (for example manager development, leadership development, aspiring leader programs, senior leader development, coaching, blended or hybrid learning modalities, performance management, etc.)

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
