State of Massachusetts Deputy Director, Major Projects in Boston, Massachusetts

Position Summary Reports directly to the Director of Major Projects in Boston. Assists the Director in overseeing the management of all consultant-designed and Design Build projects more than $15M in various stages of design, from Project Review Committee (PRC) approval through advertising and construction contract award. Responsible for the direct supervision of several Supervising Project Managers for both Bridge Project Development and Design-Build/Alternative Procurement and provides guidance to 25 – 30 other Project Managers in the Section. Assigns projects to Project Managers according to individual’s workloads and the projects’ schedules; oversees various section activities to ensure that project related and project advertising tasks are accomplished in a timely manner; monitors monthly design schedules in order to track the progress of projects and maintain the advertising schedule; maintains and ensures proper record management procedures; Performs daily review and initial approval of correspondence by Project Managers, prior to final approval and sign off by the Director. Effectively manages the department in the absence of the Director. Attends internal and external meetings as required, in the absence of the Director. Performs signatory authority on contract documents in the absence of the Director. Represents the Highway Division at hearings, meetings, and conferences; serves as a member on various committees as designated by the Director, Deputy Chief Engineer of Design and/or Chief Engineer; and performs related work as required. Demonstrates experience and understanding of the Highway Division’s Project Development and Design Guide, the Standard Specifications for Highways and Bridges, Bridge Manual, Design-Build and applicable Engineering Directives. Provides effective liaison and follow-up on various stages of design and construction reviews with internal and external reviewers and stakeholders to maintain the projects’ advertising and completion schedules. Duties and Responsibilities * Assigns projects to Project Managers according to individual’s workloads and the projects’ schedules; oversees various section activities to ensure that project related, and project advertising tasks are accomplished in a timely manner including project scope and workhour approvals, monitor monthly design schedules to track the progress of projects and maintain the advertising schedule; maintains and ensures proper record management procedures. Participates in project review resolution meetings and provides recommendations. * Responsible for the direct supervision of several Supervising Project Managers and provides technical guidance to 25 – 30 other Project Managers in the Section. * Performs daily technical and administrative review, acceptance, and initial approval of correspondence by Project Managers, prior to final approval and sign off by the Director. * Effectively manages the department in the absence of the Director. Attends internal and external meetings as required, in the absence of the Director. Performs signatory authority on contract documents including consultant invoicing and Master Service Agreement contract amendments in the absence of the Director. Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in: engineering work in construction, construction management, construction/bridge/tunnel or building inspection, electrical, HVAC, traffic, survey, design, transportation, hydraulics, structural, facility, sanitary, drafting, environmental, highway, architectural, airport, soils, or materials testing of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience. For Engineering Manager positions a current and valid Massachusetts Professional Engineer’s (PE) License may substitute for one (1) year of the required (A) experience. Based on assignment, a current and valid Massachusetts PE license may be required.
