State of Massachusetts Data and Risk Management Analyst in Boston, Massachusetts
The Division of Banks (DOB) is currently accepting applications for the position of Data and Risk Management Analyst. This position will report directly to the Chief Risk Officer. The mission of the Division of Banks is to ensure a sound, competitive, and accessible financial services environment throughout the Commonwealth. The Division maintains public confidence in Massachusetts financial institutions through the oversight of state-chartered banks and credit unions, and non-bank financial service providers. The Division licenses and supervises non-bank financial service providers including those in the mortgage, money service businesses, sales finance, and debt collection industries that do business within the Commonwealth. The majority of the Division's employees are Examiners who conduct a variety of on-site and off-site examinations of financial institutions and licensed entities under the Division's jurisdiction. The Division of Banks is proud to offer schedule flexibility. The Data and Risk Management Analyst role is a hybrid position and various schedule options are available. In addition to telework, intermittent on-site work is based on assignment and may include work onsite at one of the Divisions four offices (Boston, Lakeville, Woburn, or Springfield). The position may require travel throughout the Commonwealth of Massachusetts, with some overnight stays, as well as trainings, conferences, or other events which may be located out-of-state. You will be a great fit for the Data and Risk Management Analyst position if you have strong data analytics and communication skills, as well as previous experience or interest in financial regulation or financial-based data analytics. This role will require frequent interaction with staff at all levels of the agency, including senior management, Examiners, student interns. The annual salary range for this position is $71,428.50 to $102,981.06. Salary (step) placement is based on relevant experience._ The filling of this position is subject to appropriation and obtainment of all necessary approvals from the Office of Consumer Affairs and Business Regulation and the Executive Office for Administration and Finance. Primary Duties: * Serve as an agency-wide resource to review and analyze complex data, trends and risk assessments related to supervision and regulatory matters. * Work with unit and senior management to understand data needs and requirements to conduct a range of analytics, advisory, and reporting activities in support of agency and unit operations and policy initiatives. * Define new data collection and analysis processes and identify relevant data sources. * Use data analytics tools and software to effectively visualize data relevant to the agency and our essential functions. * Identify patterns and trends using relevant data and escalate to appropriate management to guide examination and supervision decisions and assist to focus resources on priority risk areas. * Participate in the Strategic Planning Committee to provide input and suggestions on the future direction of the agency based on data analysis, risk assessment, and emerging trends. * Compile and analyze agency production metrics and dashboard reports, monitor and track unit and agency accomplishments, and provide recommendation, as appropriate, to management. * Review, analyze, and provide input upon request on regulatory applications that require the involvement of the Division’s depository and non-depository supervision units. * Participate in agency-specific risk assessments and updates to the Internal Control Plan. * Participate in relevant data analytics working groups in coordination with other regulatory or industry groups; lead internal data analytics working groups and trainings as appropriate. Necessary Experience * Experience with Python, VBA, R, Git, SQL, as well as familiarity with Tableau and other visualization software; * Ability to analyze large datasets and an analytical mind with an inclination for problem-solving; * Ability to give meaning, insight, and purpose to information to drive business decisions; * Possess the ability to combine the analytical strength of Python with the visualization capability of Tableau to solve complex data problems when necessary; * Must have strong analytical skills coupled with excellent writing skills; * Ability to interact and communicate with all levels of Division staff, Commonwealth staff, and external parties. * Ability to create comprehensive reports including strong verbal and written communication skills; * Independent commitment and ability to carry out multiple job duties independently on a daily basis without direct supervision; * Proven ability to learn independently on the job and ask relevant questions when guidance is needed; * Ability to adjust to changing situations to meet emergency or changing program or production requirements, and ability to manage multiple tasks simultaneously; * Attention to detail; * Advanced in Excel, Word, and PowerPoint. Preferred Qualifications * Experience strategizing and solving business challenges leveraging software tools such as Python, VBA, Tableau, Azure Cosmos DB, Git, and Azure Repos; * Possess advanced Python programming skill including the ability to develop GUI desktops using Tkinter and connect to data APIs; * Possess advanced knowledge of Tableau Desktop, Tableau Server, and the ability to develop highly interactive dashboards; * Possess advance knowledge of Git and remote repositories such as Azure Repos; * Familiarity with financial regulation and appropriate laws, regulations; * Familiarity with various types of financial statements; * Familiarity with various financial regulation reports and data sets provided by federal financial regulators; * Knowledge of principles and practices of finance and financial management.
