The Department of Conservation and Recreation (DCR) manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. DCR is a dynamic agency, and is one of the largest park systems in the nation. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, golf courses, swimming pools, skating rinks, trails and parkways.
The Department administers a wide array of recreation and conservation programs and facilities throughout the Commonwealth, including but not limited to: protecting, preserving and managing approximately a 1/2 million acres of land for a variety of recreation, scenic, historic, open space, habitat protection, natural resource and water supply purposes; operating and maintaining important flood control facilities and a network of historic parkways; providing environmental education programs; providing oversight of the environmental integrity of natural resources of the Commonwealth, for example regulating public and private forestry and dam safety.
Incumbents prepare or review plans, designs, specifications, review dam safety permit applications for rehabilitation of dams and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems pertaining to dam engineering; perform engineering surveys; inspect construction and/or maintenance work pertaining to dams; and perform related work as required. Position requires thorough knowledge of accepted dam engineering principles and practices.
Receives supervision from Dam Safety Director who provides policy guidance, assigns work, and reviews work for compliance with professional practice standards and compliance with Dam Safety and other applicable laws, regulations, rules and established procedures.
The basic purpose of this work is to perform professional engineering duties in such areas as dams, highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.
Duties and Responsibilities:
Prepares and/or reviews plans, designs, specifications, and cost estimates for elements of engineering projects such as the construction or maintenance, rehabilitation breaching or removal of dams statewide.
Provides engineering data for the preparation and review of engineering or environmental reports and studies.
Performs analysis and calculations such as those related to hydrology, hydraulics, geotechnical engineering and structures as they relate to dams, survey traverses, soil capacity, groundwater flow, and quantity of materials by using calculators, computers and other instruments.
Writes memoranda with recommendations to Director, including letters and technical or general reports concerning the status of engineering projects or problems.
Analyzes changes in scope of work during design and/or construction of projects to recommend corrective action on dam projects statewide.
Conducts field investigations such as those needed to gather Information needed to resolve construction, maintenance, environmental..
Recommends modifications to plans, specifications, and engineering agreements for elements of dam engineering projects.
Reviews applications permits for the construction, breaching and removal of dams and for the construction of projects in order to make recommendations directly to the unit director for approval.
Approves construction and service contract payment estimates and/or Invoices for materials, equipment and supplies.
Inspects construction operations, such as all aspects of dam construction, drainage, steel placement, paving or concrete to ensure that work is being performed according to specifications on all dam projects statewide.
Supervise resident engineer on projects, such as dam repair and other civil works projects.
Supervise engineering surveys, including the operation of transits, levels and other surveying instruments.
Supervise collection, compilation and correlation of engineering and environmental data; reads manufacturers’ publications and meets with manufacturers’ representatives to keep abreast of latest technical advances, new products, product prices, safety hazards and specifications; maintains records; provides information on such matters as department procedures and applicable standards; operates technical equipment and devices and attends meetings and conferences.
Performs related duties as assigned.
16.Conduct thorough dam engineering review of dam repair design and specifications for dam safety permit applications as required by Dam Safety GL Chapter 253.
17.Assist the Director in the planning, design and technical review of capital budget dam repair projects.
Assist the Director by conducting thorough dam engineering review of dam repair design and specifications for dam safety permit applications as required by Dam Safety GL Chapter 253 and ensure designs are in conformance with accepted dam safety engineering practices
Direct and monitor the planning, design and technical review of dam projects.
Review the work performed by contractors in the construction, maintenance or site development for all permitted dam projects statewide.
Assist the Director by Initiating enforcement actions against dam owners for which permit condition have been violated on dam construction projects statewide.
Act as statewide dam safety permit engineer by reviewing progress and compliance of all permitted dam construction projects.
Assist the Director by advising proponents of dam repair, breach or resident engineers on interpretation of plans and specifications for all dam construction projects statewide.
Assist the Director by ensuring that permitted dam construction projects are adequately staffed, administered and supervised by well trained and experienced dam engineering professionals
Assist the Director by respond to inquiries pertaining to maintenance, operation, condition, performance, inspection, design and all other technical aspects of dams.
Deliver expert testimony at court proceedings.
Exercise direct supervision, not through an intermediate level supervisor, of Assistant Dam Safety Permit Engineer and other employees of lower grade.
Commonwealth of Massachusetts Civil Engineer Registration (P.E.) preferred,
Based on assignment, possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator’s License is required.

Minimum Entrance Requirements: Applicants must have at least (A) six years
of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory, managerial, or administrative capacity, or (D) any equivalent combination of the required experience, and the substitutions below.
I. An Associate's degree with a major in civil engineering* or civil engineering technology* may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in civil engineering* or civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in civil engineering* may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.
**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
