The Department of Early Education and Care (EEC) maintains 10 separate technology systems to support a broad portfolio of services, creating a disjointed experience for stakeholders (many of whom are non-native English speakers or not proficient with technology) who must navigate multiple systems. In line with the Department’sStrategic Action Plan, EEC and EOE are committed to a human-centered future for the Department. By reducing the complexity of our online presence, we hope to simplify the experience of both attaining and providing child care in Massachusetts. Additionally, EEC seeks to develop, or improve upon, key metrics to measure and track the progress it is making toward serving these stakeholders, inform policy decisions, and inform the allocation of EEC resources. EEC is seeking a civic-tech product leader to help transform our services. The Chief Product Officer will be responsible for leading a team to develop and maintain seamless, user-centered digital experience that will simplify the way EEC provides core services for its stakeholders This position will align product development with business needs and coordinate work across relevant non-technical teams, utilizing an Agile environment. The Chief Product Officer will continuously review business needs, refine priorities, outline milestones and deliverables, and identify opportunities and risks for users (families, educators, and programs). Working within the Education Secretariat and under a consolidated IT model, the Chief Product Officer will work closely with the EOE Senior IT Program and Portfolio Manager to establish an IT road map that aligns agency goals with overall Secretariat IT goals; develop, execute, and manage annual budgets and procurements; and actualize the business needs and deliverables using the resources managed by EOEIT. The latter includes collaboration on work sprints and quarterly deliverables from engineers, QAs, and designers for maintenance and support and ongoing development of EEC IT systems. The Chief Product Officer is the Department’s first Product Management position and will have the opportunity to build a modern product team to support their work. The Department envisions the product management function scaling to include vendor, contractor, and FTE staff working together as a single team under the Chief Product Officer’s leadership. Key Responsibilities: Own EEC Technology Solution Roadmap • Articulate user type-level 3-, 6-, 12- and 18-month vision and roadmap; updating at quarterly planning, and socializing vision and roadmap with team members and the business • Collaborate with the Chief Operating Officer and other senior leadership to define program goals, prioritize initiatives across the three user types (Families, Educators, and Program), and provide direction to Product Owners about program requirements and priorities • Be responsible for the product vision, feature prioritization, backlog, and acceptance criteria • Ensure alignment of both experiential and technological road maps for internal and external stakeholders • Set priorities sprint-by-sprint through planning, utilizing the Scrum methodology . Improve Development Practices • Work closely with engineering teams to deliver with quick time-to-market, then try, test, and iterate to deliver improvements • Coordinate with product owners about cross-component deployments to get changes out early and often without disruption to users or the business • Ensure consistent user experience (including self-service support, in-call support, written material, etc.) across components and channels • Oversee that all integration plans are validated/approved by Enterprise Architecture before component-level implementation begins Develop Product Mindset in Department • Create buy-in for the product vision internally and with external partners • Collaborate with product teams to identify and prioritize user experience research areas • Support non-technical teams (such as partner development, customer success, and marketing/communications) • Use data to monitor product performance and improvement Other duties as assigned An ideal candidate will be able to balance short-term needs and long-term goals. In the current state, EEC is seeking to modernize how software development works in the agency. This includes consistency in how ideas are identified, how work is prioritized, how progress is tracked, and how results are monitored following implementation. Preferred Qualifications: • Strong interest in the challenges of public-sector service design • 7-10 years of experience with product development road mapping, technology strategies, and design strategies • 3-5 years of experience working in agile scrum environments • 7 years of program and project management leadership • Strong technical acumen, both solution and technology-oriented with the ability to understand solution needs and ensure the team works to create increments that deliver value • Digital dexterity and proven agile delivery, optimizing technology for efficiency and experience • Strong understanding of the application of current technology trends e.g. CI/CD, Cloud Native Architecture, Micro-Services, Machine Learning • Proven experience developing and implementing new business processes and solutions within complex/matrix organizations containing large scale enabling technology solutions • Strong experience developing and articulating a vision; translating into practical actions, steps, and results • Proven communication at all levels of the organization • Strong personnel management, vendor management, and business relationship management experience aligning scope, timelines, budgets, and team efforts towards high impact solutions • Proven experience defining business and technology data exchange needs, operational support processes, management metrics, and identifying gaps to ensure quality of operations • Strong organizational, multi-tasking, and critical thinking skills as well as attention to detail and commitment to quality and accuracy • Proven coordination of customer-facing communication related to product development Questions regarding this posting or the application process should be directed to There is some flexibility of office location.
