State of Massachusetts Chief of Elevator Inspections in Boston, Massachusetts

The Division of Professional Licensure (“DPL”) is responsible for oversight of 28 boards of registration, as well as the Office of Public Safety and Inspections and the Office of Private Occupational School Education. Collectively, DPL boards and offices license and regulate more than 580,000 individuals, businesses, and schools to engage in over 150 trades and professions in Massachusetts. The Chief of Elevator Inspections (“Chief”) performs vital functions to further the Agency’s mission of ensuring the public safety by conducting inspections of all registered elevator devices in the Commonwealth. More specifically, this position is responsible for the oversight and management of the Elevator Division within OPSI. The Chief’s primary responsibilities include: management of state elevator inspectors responsible for conducting annual inspections of registered devices, including passenger elevators, freight elevators, escalators, wheelchair lifts, and other regulated devices undergoing construction; oversight of day-to-day activities of the Board of Elevator Regulations, the Board of Examiners of Elevators, Moving Stairway and Dumbwaiter Constructors, and the Board of Elevators Appeals and its staff; development of updates to the regulations governing the registration and use of elevators and registered devices, as well as regulations governing licensed professionals working in the industry.The Chief may also be required to attend industry seminars, conferences, and events related to the work of the Elevator Division. In addition, the Chief may serve as the Commissioner’s designee or as a member of other state boards, commissions, or committees. Primary Duties: * Oversee all state elevator inspections and inspectors, and ensure compliance with all statutory and regulatory requirements regarding inspections of registered devices. * Work closely with the Elevator Division schedulers to ensure efficient and timely scheduling of annual inspections, in order to meet any statutory or regulatory obligations, and/or prevent a backlog of inspections. * Function as the designee of the Commissioner on various boards, committees, commissions, and councils. * Provide guidance and make determinations on compliance violations, fines and remedial action. * Provide updates and reporting on fine collection and recommend avenues to collect and reduce unpaid fines. * Provide technical assistance to the public including general contractors, builders and developers. * Review time reporting, vacation/personal time off requests, mileage reports of elevator inspectional personnel, and generally oversee administrative staff supporting the Elevator Division. Preferred Qualifications: * A minimum of ten to fifteen years of significant technical management experience. Technical management experience within the elevator industry preferred. * Knowledge and understanding of the principles, practices, standards and procedures of the agency. * Ability to manage and coordinate the activities of the Elevator Division. * Ability to interpret and communicate technical data to a wide audience. * Skills in identifying, analyzing, and resolving organizational and operational problems, and developing timely and effective solutions to those problems. _All applicants should attach a cover letter and resume to their online submission for this position._ MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
